Under general direction of the City Engineer, the Supervising Engineer will perform a variety of civil engineering duties that include but not limited to managing Capital Improvement Plan (CIP) and infrastructure maintenance projects; reviewing private development proposals and ensuring compliance with the City Ordinances and Development Code requirements; and providing support in the engineering departmental activities to meet the City’s strategic initiative goals.
Duties and Responsibilities
The duties described below are indicative of what the Supervising Engineer may be asked to perform; duties may be changed with or without notice:
Exhibit a working knowledge of engineering design execution, construction contracting, and construction methods and materials;
Prepare, analyze, and review engineering reports, including Water & Wastewater Analysis, Drainage Reports and Traffic Impact Analysis;
Design and prepare plans and specifications for street, drainage, water, and wastewater projects;
Perform field investigation and evaluation of street, drainage, water, and wastewater infrastructure issues;
Analyze, review, and update project schedules and budgets;
Prepare agenda memos, maps, and other related material that is concise, complete, accurate, and understandable by management and the City Council;
Prepare opinions of probable construction costs for development of CIP project priorities; administer project bids; manage multiple construction projects; coordinate with and make presentations to various boards, commissions, City Council, and other public and private entities;
Review drawings and specifications prepared by consulting engineers on City infrastructure improvement projects
Review private development drawings, reports, and proposals for compliance with City of Huntsville standard details, specifications, and requirements; coordinate and attend meetings with developers and developers’ engineers as needed;
May supervise or direct staff members and evaluate work performance; may be assigned the job duties of City Engineer as needed;
Respond to citizen issues and complaints from property owners, businesses and citizens;
Perform other duties as assigned.
Requirements
Qualifications
Education and/or Experience
REQUIRED
Minimum fifteen (15) years of progressively responsible and related engineering experience
Must have considerable knowledge of computer skills applicable to design, computation, and analysis of plans, specifications, and surveying
Review Modeling Reports on Water, Wastewater, and Storm Drainage.
PREFERRED
Master’s degree in civil engineering or related engineering field from an accredited college or university;
Work experience with municipal government infrastructure projects or experience working for a municipality in the engineering field;
Working knowledge in water distribution and wastewater collection modeling, and drainage modeling;
Certified Floodplain Manager from Texas Floodplain Management Association;
Experience in Computer Aided Design (either AutoCAD Civil 3D or Bentley products) and Geographical Information Systems (ESRI);
Review Drainage Reports.
REQUIRED LICENSES OR CERTIFICATIONS
B.S. degree in civil engineering or related engineering field from an accredited college or university
A Professional Engineer Registration in the State of Texas (P.E.).

Ability to manage all project activities in accordance with departmental procedures, City policies, and State of Texas applicable rules and regulations, as well as any Federal regulations;
Knowledge of Microsoft Office software and general office practices;
Knowledge of effective planning and coordination techniques;
Ability to cooperate with City staff and the public;
Ability to maintain a professional manner when dealing with consultants, contractors, developers, and the public.
