BRIEF DESCRIPTION OF THE JOB:
The Technology Services Supervisor, under general direction from the City Manager, will plan, organize, maintain and support the City’s technology resources and operations, including network administration, voice, video and data systems, telephone systems, voice mail, long distance and wireless communications and the City’s website; will provide all departments within the City with effective and efficient information services, systems, and support; will provide guidance, oversight, and direction on new system development.
The Technology Services Supervisor ensures proper functioning of City information processing systems and makes upgrades as necessary; helps business operations utilize information systems to improve efficiency; and keeps computer equipment, hardware, and software updated to meet organizational needs. The Technology Services Supervisor will exercise direct supervision over other information technology staff, ensuring the technology team provides excellent customer service, resolve problems in a timely manner, communicate effectively, and be a positive contributor to the City of Decatur Team.
ESSENTIAL FUNCTIONS:
- Installs, configures, and troubleshoots computer/network, hardware, software applications, VoIP telephones, and other City related technologies with frequent vendor/ contractor interface. Supervises other IT staff.
- Analyzes and resolves problems associated with Windows or Android systems (including other user devices), and network systems and hardware with frequent vendor/ contractor interface.
- Assists with and applies security patches and service packs to software as needed for desktops.
- Assists in the technical planning for new administrative systems architecture and maintains documentation related to resolution of anomalies, computer and software inventories, and cable routing.
- Installs, configures, and maintains office phone operations.
- Manages projects related to desktop computer equipment, cabling, surveillance cameras, and other related technologies.
- Handles service request escalations from entry and intermediate level positions. Acts as a primary resource for problem management and resolution. “Help Desk”
- Participate in and support capacity planning and the development of long-term strategic goals for systems and software in conjunction with end users and department managers.
- Keeps knowledge and skills updated by attending training classes, viewing webinars, reading professional publications, and participating in professional organizations. Keeps users updated by providing reference materials and support, and training end users as required.
- Maintains an accurate inventory and documentation of computer equipment, network equipment, applications.
JOB REQUIREMENTS:
Formal Education and/or Experience:
- Valid Class C Driver's License required.
- Associate Degree or higher in Computer Science, Information Technology, Business, Management, Engineering, Information Systems, Business/Administration or other related field.
- Proficient in troubleshooting LAN, voice, wireless, user devices (PC, laptop, tablet, phone, etc.).
- Experienced in implementing, troubleshooting and securing wireless networks (802.11 a/b/g/n).
- Experience with enterprise network devices preferred.
- Certifications in A+, Server+, and MCSA preferred.
- TCIS-NCIC/TLETS-NLETS/Enhanced 911 Certifications preferred.
Other Requirements:
The City reserves the right to allow an employee to obtain licenses/certifications during a reasonable timeframe agreed to in writing (unless otherwise prohibited or limited by law) as a condition of continued employment. Failure to obtain the licenses/certifications as agreed will result in termination.
General Knowledge and Skills:
LANGUAGE SKILLS:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
MATHEMATICAL SKILLS:
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS:
Preferred: Microsoft 2008 R2 Server MCSA, Computer A+, Network and Security Certification, TCPIP Transmission and overall WAN/LAN Integration.
SPECIALIZED KSA'S:
Interprets and applies complex technical information; knowledge of systems design in a database environment; knowledge of teleprocessing security and communications networks; knowledge of computer programming, complex application systems and knowledge of technical and user-related aspects of a personal computer environment. Advanced skill in communicating in critical situations, orally and in writing with business, education, and community leaders; advanced skill in creative and adaptive program planning design, implementation, maintenance, and evaluation; and ability to work with others in both authority and non-authority relationships on a routine basis.
SUPERVISORY:
Exercises direct supervision over other information technology staff.
INTERPERSONAL:
Duties require the ability to provide information and communicate, safety, technology, contract language along with codes and ordinances. Interface and communicate with vendors, third party contractor(s) and staff efficiently and regularly.

FLSA: Exempt, full-time Salary: $85,000 - $95,000
