Job Description
Processes utility bills and payments in a prompt and efficient manner and provides accurate accounting of same.
Summary of Duties
ORGANIZATIONAL RELATIONSHIPS:
1. Reports to: Utility Billing Coordinator.
2. Directs: This is a non-supervisory position.
3. Other: Has contact with other city employees and the general public.
EXAMPLES OF WORK:
Essential Duties
Calculates, prepares, and mails out computerized utility bills.
Enters customer information and monthly meter readings into computer.
Receives and processes utility payments, including delinquent accounts, licenses, permits, certificates, and services, and verifies amounts billed and amounts received.
Receives utility applications, opens new accounts, and posts deposits.
Receives customer complaints on utility bills and rates.
Processes outgoing customers.
Processes meter reading reports.
Processes bad debt reports.
Processes bank and credit card drafts.
Maintains accounts receivable information.
Answers a multi-line telephone, directing calls, providing information, and/or taking messages, as appropriate.
Receives and dispatches messages and work orders over the radio.
Sorts and distributes incoming and outgoing mail.
May fill in as receptionist as needed.
Other Important Duties
Performs such other related duties as may be assigned.
Requirements
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of: municipal billing operations; city utilities systems; and standard office practices and procedures.
Skill/Ability to: perform a volume of numerical detail work with speed and accuracy; operate standard office equipment, including computer and ten-key calculator; accurately make change and balance accounts; take complete and accurate messages; maintain a calm attitude during stressful interactions with the public both in person and over the telephone; prepare financial and other records in a systematic, neat, and legible manner; understand and follow complex instructions; and establish and maintain effective working relationships with co-workers and the general public.
Qualifications
ACCEPTABLE EXPERIENCE AND TRAINING:
High school graduation, or its equivalent, plus at least two years of clerical experience, preferably in accounting; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
