Description
Under the general supervision of the City Administrator, the Utility Billing Clerk performs administrative, financial, and customer service functions related to the City's utility billing operations. The Utility Billing Clerk is responsible for the accurate administration of utility accounts for water, wastewater, and electric services, including billing, collections, payment plans, customer account maintenance, and public interaction. The position requires a high degree of professionalism, confidentiality, attention to detail, and the ability to interpret and apply municipal policies and state regulations.

- Meet established billing and reporting deadlines.
- Administer payment plans consistently and fairly.
- Support the City's financial integrity through accurate receipting and collections.
- Demonstrate professionalism, integrity, and accountability in all interactions.
- Serves as the primary point of contact for utility customers in person, by telephone, and electronically.
- Assists customers with establishing, transferring, and discontinuing utility services.
- Explains utility rates, deposits, billing procedures, payment options, ordinances, and City policies.
- Responds to customer inquiries and resolves billing issues professionally.
- Directs customers to appropriate departments when necessary.
- Prepares monthly utility billing for water, wastewater, and electric services.
- Reviews meter reading reports for accuracy.
- Identifies abnormal consumption patterns and investigates discrepancies.
- Processes billing adjustments with appropriate authorization.
- Calculates deposits, penalties, late fees, and reconnect charges.
- Generates final bills for closed accounts.
- Accepts utility payments by cash, check, credit card, ACH, and other approved payment methods.
- Balances daily cash receipts and prepares deposits.
- Monitors delinquent utility accounts.
- Generates late notices, disconnect notices, and collection reports.
- Coordinates utility disconnections and reconnections in accordance with City policy.
- Maintains records of delinquent accounts.
- Monitors compliance with payment plan agreements.
- Files and maintains utility records.
- Assists with records retention requirements.
- Maintains knowledge of applicable Texas laws regarding municipal utility billing.
- Assists with implementation of utility rate changes approved by City Council.
- Assists other City departments as assigned.
Experience and Training
- Municipal utility billing procedures
- Experience with Fundview or other billing software
- Basic accounting principles; Government accounting principles preferred
- Cash handling procedures
- Customer service practices
- Office administration
- Microsoft Office Suite
- Records management; Texas State Library and Archives Commission (TSLAC) Records Retention program preferred
- Interpret municipal policies and ordinances
- Perform mathematical calculations accurately
- Maintain confidential information
- Prioritize multiple assignments
- Resolve customer complaints professionally
- Prepare reports and correspondence
- Operate standard office equipment
- Certificates and Licenses Required
- High school diploma or GED required.
- Associate degree in Business Administration, Accounting, Public Administration, or related field preferred.
Experience
- Minimum of two (2) years of clerical, customer service, utility billing, accounting, or municipal experience preferred.
- Experience with municipal utility billing software is preferred.
- Cash handling experience is preferred.
Job Hours
- Monday – Friday / 8:00 A.M. – 5:00 P.M.
Probationary Period
- This position requires a six-month probationary period to demonstrate the abilities and aptitudes to perform the duties of the job before permanent employment.
