UTILITY BILLING CLERK
Full-Time Position Reports to the City Secretary
The City of Pottsboro is accepting applications for a full-time Utility Billing Clerk. This position serves as the primary point of contact for utility customers and is responsible for accurate and timely utility billing, payment processing, account maintenance, customer service, and related administrative duties.
Essential Duties
Provide professional and courteous customer service in person, by telephone, and by email regarding water, wastewater, and solid waste services.
Establish, close, and maintain customer utility accounts.
Process payments, deposits, refunds, adjustments, ACH transactions, delinquent notices, and service disconnects and reconnects in accordance with City policies.
Review meter readings, identify unusual consumption, coordinate rereads, and assist customers with billing and potential leak concerns.
Prepare and process monthly utility bills using the City’s FundView billing system.
Calculate residential wastewater winter averages in accordance with City requirements.
Reconcile the cash drawer and credit card transactions, prepare daily deposits, and deliver deposits to the bank in accordance with City cash-handling procedures.
Process work orders and coordinate service requests with the Public Works Department.
Maintain utility billing reports, account documentation, and records in accordance with applicable records-retention requirements.
Coordinate customer account information and service requests with the City’s solid waste contractor.
Assist with month-end and fiscal year-end utility billing procedures.
Prepare utility billing records and assist City management, auditors, and regulatory agencies with information requests.
Protect confidential customer, financial, and payment information.
Additional Duties
The Utility Billing Clerk may also assist with accounts payable and receivable, permitting, development-related invoicing, public information requests, facility and park scheduling, records scanning and archiving, office supply ordering, and other City Hall administrative functions. The employee will perform other related duties as assigned.
Requirements
Minimum Qualifications
High school diploma or GED.
At least one year of customer service, cashiering, bookkeeping, utility billing, or general office experience.
Experience using computers, email, spreadsheets, and office software.
Ability to accurately process payments, balance a cash drawer, maintain detailed records, and perform basic mathematical calculations.
Ability to communicate clearly and professionally with customers, coworkers, contractors, and the public.
Ability to manage multiple responsibilities and meet monthly billing and reporting deadlines.
Valid Texas driver’s license.
Preferred Qualifications
Two or more years of municipal utility billing or related governmental experience.
Experience with FundView or another utility billing system.
Experience with accounts receivable, general ledger coding, ACH processing, and payment reconciliation.
Familiarity with municipal records retention and the Texas Public Information Act.
Knowledge, Skills, and Abilities
The successful applicant must be detail-oriented, dependable, organized, and able to work independently. The position requires patience and professionalism when assisting customers, including those who may be upset or disputing a bill. Regular and reliable attendance is essential, particularly during billing, delinquency, cutoff, and month-end processing periods.
Physical and Working Conditions
This position primarily works in an office environment and requires prolonged sitting, frequent computer and telephone use, and regular handling of currency, documents, and customer records. The employee may occasionally lift files or office materials weighing up to 20 pounds and travel to the bank or other City facilities.
Position Information
Schedule: Monday through Friday 8:00 am to 4:30 pm
Starting Salary: $20 - $25 per hour; depending on qualifications and experience
