Description
GENERAL PURPOSE: The Water Maintenance Superintendent coordinates the technical and administrative activities of the City water systems and treatment facilities. Oversees projects and assists in the review of plans for projects and improvements.
PRIMARY DUTIES AND RESPONSIBILITIES:

Coordinates the technical and administrative activities of water systems and treatment facilities; ensures the efficient and effective operation and maintenance of water systems and facilities;
Oversees the effective use of personnel, materials, and budget to operate and maintain the water systems; monitors and coordinates with personnel and contractors to ensure adequate coverage for all required work, schedules, and shifts.
Collects, organizes, and products routine reports and documentations; prepares and monitors the fiscal budget; approves, oversees, and monitors expenditures and spending projections.
Manages the compliance of all local, state, and federal regulations and requirements; coordinates implementation of any necessary processes or procedures to meet and maintain compliance standards; remains current in policy developments at all levels.
Oversees projects; assists in the review of plans for projects and improvements; assists with the oversight of construction inspections and new project review for implementation.
Assists with long-range planning of the department; monitors the operational budget for the department; develops annual midpoint budget evaluation, forecast staffing, and material and contract service needs; performs management and administrative duties.
Conducts interviews, hires and trains staff, and provides evaluations for personnel; coordinates internal and external training; offers feedback and development opportunities.
Organizes and collaborates with the Environmental Compliance Laboratory Administration on collection systems.
Responds to utility customer complaints courteously and timely; communicates in a manner that is consistent with City policies; offers reassurance and solutions.
Attends meetings with industry peers and regulatory agencies; remains informed and up-to-date on emerging and new trends and regulations and strategizes how to align the department and City to those practices.
Coordinates with other City departments and personnel; provides quality customer service to City staff, public, and all other work contract personnel; represents the department and City in presentations and meetings as required.
Requirements
MINIMUM QUALIFICATIONS:
Education and Experience:
High School diploma or GED.
Bachelor’s Degree in a related field is preferred.
Five (5) years of progressively responsible experience in a related field.
Three (3) years of supervision, management, or leadership experience.
Required Licenses or Certifications:
Valid Texas Commercial Driver’s License (CDL) Class C.
CEQ Class C Wastewater Treatment Certification.
Texas Commission on Environment Quality C Distribution and Class II Collection License
- A Water License preferred
Class B Groundwater License Requirement, within 6 months of hire date
Required Knowledge of:
Methods, techniques, tools, and materials used in the maintenance and repair of utilities systems.
Water systems, plumbing, and water meter programming.
Collection, treatment, and reuse systems to monitor water flow.
State and federal regulations relevant to water and wastewater systems management.
TCEQ standards of water and wastewater systems.
Supervision, training, and development of personnel.
Advanced understanding of safety procedures, processes, and requirements.
System conditions and process control adjustments using computer and SCADA systems.
Administrative and clerical procedures and systems such as word processing systems and filing and records management systems.
Public Works machinery and equipment of other maintenance functions.
Required Skill in:
Supervise, direct, and review the work of others.
Troubleshoot water system and facilities process and technical problems.
Prepare, monitor, and oversee a department budget and all expenditures.
Research emerging trends and offer strategies to align the City.
Develop and implement procedures, policies, and processes at a departmental level.
Maintain accurate and detailed records and files.
Identify and coordinate training opportunities.
Prepare spreadsheets, documents, and technical reports.
Identify and define problems, collect data, establish facts, and draw valid conclusions.
Communicate effectively with supervisors, coworkers, internal staff, and external entities to exchange information, address issues, or report and/or resolve problems or complaints.
Assist others and be helpful, cooperative, and courteous; demonstrate a respectful and professional attitude in dealing with the public, coworkers, and others.
Physical Demands / Work Environment:
Regular exposure to wet and/or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; extreme cold; extreme heat; risk of electrical shock; explosives, risk of radiation and vibration.
Noise levels in the work environment may be moderate, loud, or very loud.
Employees are regularly required to stand, walk, or sit; use hands, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; occasionally lift and/or move up to 100 pounds.
