Position Summary
Under general supervision, plans, directs, oversees, and participates in the operation and maintenance of the wastewater treatment plant and related facilities. Ensures compliance with all federal and state regulations. Supervises wastewater treatment personnel and ensures safe, efficient, and continuous plant operations.
Essential Duties and Responsibilities
The following duties are representative and not all-inclusive:
Plans, schedules, directs, and assists in the daily operations of the wastewater treatment facility.
Supervises and reviews the work of wastewater treatment plant operators in routine operations and preventative maintenance.
Monitors plant equipment, gauges, meters, and control systems (SCADA) to regulate sewage flow and treatment processes.
Starts and stops pumps, blowers, motors, and other equipment to control filtering, settling, aeration, and sludge digestion processes.
Adjusts valves and gates to regulate flow and maintain proper treatment levels.
Collects samples and performs required biological and chemical testing of raw sewage and treated effluent.
Ensures proper ultra-violet treatment application for disinfection processes.
Maintains operational logs, monitoring reports, and regulatory documentation.
Prepares and submits required reports and forms in compliance with TCEQ regulations.
Ensures compliance with all applicable federal and state wastewater regulations, certifications, licensing, and permitting requirements.
Schedules and oversees maintenance and repair of plant equipment, machinery, vehicles, and facilities.
Performs or coordinates preventative maintenance activities.
Conducts required safety inspections and ensures sanitary practices are maintained.
Makes budgetary recommendations and assists in maintaining operational budget control.
Responds to emergency situations and participates in rotational on-call duties.
Communicates effectively and professionally with the public, contractors, regulatory agencies, and other City departments.
May assist or work in other divisions or facilities as assigned, including the Brady Lake sewage package plant.
Performs other related duties as assigned by the Director of Public Works or City Manager.
Working Conditions & Physical Requirements
This position requires significant physical activity and exposure to outdoor environments and wastewater treatment conditions.
Frequently lifts and carries up to 80 pounds.
Pushes, pulls, or drags up to 150 pounds.
Climbs, kneels, crawls, squats, stoops, twists, and bends regularly.
Stands or walks for extended periods.
Works in extreme weather conditions including heat, cold, rain, and wind.
Exposure to dust, odors, fumes, mechanical hazards, and potential toxic materials.
May be exposed to biological and chemical hazards associated with wastewater treatment.
Regularly works around operating machinery and treatment equipment.
Work schedule is typically five (5) days per week, forty (40) hours, and includes rotational on-call, including weekends. Must be able to work holidays, after hours or during emergency situations as required.
Requirements
Knowledge, Skills, and Abilities
Thorough knowledge of wastewater treatment processes, including biological and chemical treatment methods.
Working knowledge of TCEQ rules and regulations governing wastewater treatment operations.
Knowledge of equipment, tools, materials, and safety practices used in wastewater treatment facilities.
Ability to supervise and direct plant personnel effectively.
Ability to perform minor mechanical repairs and maintenance tasks.
Ability to interpret gauges, meters, laboratory results, and operational data.
Ability to maintain accurate records and prepare required reports.
Ability to communicate effectively and work cooperatively with employees, regulatory agencies, and the public.
Must maintain an active residential or personal cellular telephone.
Minimum Qualifications
High School Diploma or GED equivalent.
Valid Texas Driver’s License.
Required Class C Wastewater Treatment Operator Certification (or higher as required by TCEQ).
Preferred Class B Wastewater Operator Certification.
