The City of Borger operates with a council-manager form of government, under a home rule charter. The City is governed by a five-member Council elected at-large. Council members serve three-year terms, and the Mayor is elected annually from among the five members. The Council appoints a professional City Manager. The City Manager is the chief administrative officer of the City overseeing an organization with 175 currently approved full-time equivalent employees and an operating budget for FY 2020-2021 in excess of $30 million for all funds.

The City provides a full array of municipal services and is organized into a number of departments, including Police, Fire, Planning & Development, Public Works, Finance, Human Resources, Utilities, Emergency Management/Communications, and Administration. The City of Borger recently completed the Boomtown 2040 Comprehensive Plan, a Downtown Revitalization Plan, a Parks, Trails, and Recreation Master Plan and started the development of a Master Drainage Plan and a Unified Land Development Ordinance to modernize, update and streamline the City’s development regulations and processes.
On November 3rd, 2020, Voters passed a Venue Tax on short-term rentals to support the renovation of Borger’s Iconic Aluminum Dome. The $10 million projects will restore the Dome and add additional space, including a 750 person multi-use banquet facility. The Facility supports the Council’s and communities' desire for increased activities and events.

Company History

Located in south-central Hutchinson County about 40 miles northeast of Amarillo, Borger was established by and named for A.P. (Ace) Borger in 1926 after the discovery of oil in the area. Within ninety days of its founding, sensational advertising and the lure of “black gold” brought over 45,000 men and women to the new “Boomtown!” Within a matter of months, oilmen, prospectors, roughnecks, panhandlers, fortune seekers, card sharks, bootleggers, prostitutes, and dope peddlers descended on Borger where it became a refuge for criminals and fugitives.

Acting on petitions and investigative reports, Governor Daniel J. Moody sent a detachment of Texas Rangers, under the command of Captain Francis Hamer, to correct the situation. The Rangers helped, however, following the murder of District Attorney John Holmes on September 18th, 1929, Governor Moody imposed martial law
for a month.

By the 1960s, Borger had grown into one of the largest centers for oil, carbon black and petrochemical production. In 1969, Borger earned the All-American City designation. Today, Borger is home to the nation’s largest inland petrochemical complex. Large international companies, including Phillips66, Chevron Phillips, Orion Engineered Carbons, Tokai, and Nutrien Ag Solutions maintain operations in Borger.

The Borger Independent School District is currently completing a $40 million bond program to modernize and improve facilities. Through the Boomtown Scholarship, Borger High School students have a free path to an associate's degree or career technology certification in partnership with Frank Phillips College.

The City of Borger offers all of the charms of small-town living with the convenience and activities of a larger community. Residents enjoy easy access to Lake Meredith National Recreation Area, a full-service bowling center, a restored and modernized historic movie theatre, and a main street filled with unique local shopping and restaurants.
