Coleman is a home rule city that operates under a council-manager form of government. The City Council is comprised of 4 elected members and Mayor. All are elected for a two-year term.

The City Council is responsible for setting policy, the tax rate, approving the budget, appointing members to City boards and commissions and enacting ordinances. The City Manager, City Attorney, and Municipal Court Judge are appointed by the City Council.

Company History

With a population of approximately 4,700 Citizens, it is home to scenic views, beautiful sunsets, western culture, and bountiful wildlife. From award winning wines and fine dining, to excellent hunting and fishing opportunities, Coleman offers the perfect blend of rich Texas heritage and modern amenities. Coleman is nestled between the rolling plains of the Big Country and the northern edge of the Texas Hill County. Coleman is a quiet community with plenty of recreation opportunities, it is home to five multipurpose recreational lakes and is rich in history dating back to 1856.

Coleman, the county seat of Coleman County, is located at the intersection of Highways 84 and 283 and Farm Road 53 in the central part of the county. Camp Colorado served as the county seat from 1864 to 1876. But with an increasing population, a new county seat in a more central location was needed. Coleman’s origin dates back to 1876 when a commission was selected to find a suitable site. Early that year a tract on Jim Ned Creek was chosen as the site of the future city of Coleman. Coleman, named for the county, was for many years called Coleman City. With its location on the Western Trail, Coleman boomed as a supply and recreation center for trail drivers bound for Dodge City, Kansas. The town was named after the county, which was named for Sam Houston's aide Robert M. Coleman. Coleman is located in the Heart of Texas, close to cities of: Abilene, Brownwood and San Angelo. The city is served by the Coleman Independent School District.

Notable Accomplishments / Recognition

Under the leadership of the current Council and Administration, the City of Coleman has progressively taken steps to move the City in a very positive forward direction. Undertaking several public works projects, including the construction of a new Water Treatment Plant, street improvements, partnerships on the construction of a new Ballpark Complex, and improvement to the downtown business district. The City is guided by the goals and objectives set forth by the governing body that drive the operation and delivery of quality services, contributes to a positive bond rating, and maintains a healthy unassigned fund balance in the General Fund. The City of Coleman employs 75 full time employees and has a total operating budget of $19.6 million. The ad valorem tax rate is $0.438623 per $100 of valuation.
