Administrative Lieutenant
Chain of Command: Reports to Chief of Police
Classification: Exempt / Full-Time
Supervises: Assigned personnel
Pay: Commensurate with experience
Position Purpose
The Administrative Lieutenant oversees the department’s administrative operations, including training coordination, event staffing, fleet management, equipment inventories, annual reporting, accreditation support, the firearms program, background investigations, and internal affairs investigations. This position ensures administrative functions directly support efficient, safe, accountable, and mission-ready operations.
Leadership Responsibilities
- Supervise assigned personnel and support command staff in administrative planning.
- Implement departmental expectations for documentation, training compliance, equipment accountability, and fleet readiness.
Requirements
Essential Duties and Responsibilities
Event Staffing
- Plan, schedule, and coordinate staffing for all city events, festivals, parades, and special operations.
- Maintain staffing rosters, assignments, and after-action documentation.
Training Coordination
- Serve as Training Coordinator for all TCOLE-mandated and elective training.
- Track training hours, expirations, compliance, and audit documentation.
- Schedule courses, secure facilities, and maintain records.
Equipment & Inventory Management
- Conduct quarterly inventories of departmental equipment including weapons, radios, PPE, and technology.
- Maintain the master inventory log and ensure accountability for all assigned equipment.
Fleet Management
- Oversee maintenance, repairs, lifecycle planning, and assignments for all fleet vehicles.
- Track mileage, equipment installs, and vehicle readiness.
Administrative Reporting
- Prepare monthly and annual reports including training summaries, fleet reports, inventory updates, and staffing assessments.
- Assist command staff with statistical data for council meetings, budgets, and grant applications.
Accreditation and Professional Standards
- Maintain working knowledge of the Texas Police Chiefs Association (TPCA) Best
Practices Accreditation Program and assist with maintaining departmental compliance. - Coordinate accreditation files, proofs of compliance, policy reviews, internal assessments, and preparation for on-site assessments.
- Identify compliance gaps and provide recommendations to command staff.
Firearms Program Oversight
- Oversee the department’s firearms program, including firearms training, qualification schedules, instructor assignments, range coordination, training records, ammunition, weapons inspections, and related equipment.
- Ensure firearms training, qualifications, and remedial training comply with applicable law, TCOLE requirements, departmental policy, and safety standards.
Background and Internal Affairs Investigations
- Conduct thorough and objective pre-employment background investigations for police department applicants and prepare written findings for command review.
- Conduct or assist with internal affairs and administrative investigations as assigned by the Chief of Police, ensuring confidentiality, impartiality, timely completion, and complete documentation.
- Maintain secure investigative files and coordinate with command staff, legal counsel, or outside agencies as appropriate.
- Perform other duties and responsibilities as directed by the Chief of Police.
Minimum Qualifications
- TCOLE Intermediate Certificate required. Advanced or Master preferred.
- Minimum 5 years of law enforcement experience; law enforcement supervisory experience required.
- Working familiarity with the TPCA Best Practices Accreditation Program and law enforcement accreditation processes required.
- Valid Texas Driver’s License.
Knowledge, Skills, and Abilities
- Strong understanding of police operations and administrative systems.
- Ability to manage multiple responsibilities with minimal supervision.
- Knowledge of background investigation standards, internal affairs procedures, firearms program administration, and records confidentiality requirements.
- Proficiency with Microsoft Office, RMS, and training/fleet tracking tools.
Licenses / Certifications
- TCOLE Instructor Certification.
- TCOLE Firearms Instructor Certification.
Physical Requirements / Working Conditions
- May require evening meetings or event attendance.
- Required to serve during emergencies or disasters.
Additional Requirements
- Regular attendance and reliability are essential.
