Description
Assistant City Manager: Under the general direction of the City Manager, the Assistant City Manager assists in planning, directing, coordinating, and evaluating municipal operations and services. The position provides executive oversight of assigned departments, leads strategic initiatives, manages special projects, supports policy development, and serves as acting City Manager in the City Manager's absence.
The Assistant City Manager serves as a key member of the executive leadership team and works closely with department directors, elected officials, community stakeholders, regional agencies, and the public to ensure efficient, responsive, and accountable municipal government.
DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS: (Individual duties, assignments and responsibilities required of the position)
Executive Leadership
Assist the City Manager in the administration and operation of municipal government.
Provide executive oversight and performance management of assigned departments and divisions.
Coordinate interdepartmental activities to ensure efficient delivery of city services.
Serve as Acting City Manager when designated.
Advise the City Manager on operational, organizational, and policy matters.
Strategic Planning and Policy
Assist in development and implementation of City Council goals and strategic priorities.
Conduct research and analysis of complex municipal issues.
Prepare recommendations, reports, ordinances, resolutions, and policy proposals.
Monitor legislative and regulatory issues affecting municipal operations.
Support long-range planning initiatives and organizational improvement efforts.
Budget and Financial Management
Assist in preparation and administration of the annual operating and capital budgets.
Monitor departmental expenditures and financial performance.
Participate in capital improvement planning and resource allocation.
Develop financial analyses and recommendations for executive leadership and City Council.
Evaluate service delivery methods and identify efficiencies.
Project and Program Management
Lead citywide initiatives, capital projects, and special assignments.
Coordinate economic development, infrastructure, and community development projects.
Monitor project schedules, budgets, and performance outcomes.
Ensure timely implementation of City Council directives and strategic objectives.
Manage grant-funded programs and intergovernmental partnerships as assigned.
Council and Community Relations
Attend City Council meetings, workshops, and public hearings.
Prepare agenda items, presentations, and executive reports.
Respond to citizen concerns and inquiries.
Represent the City before community organizations, governmental agencies, and regional partners.
Promote positive relationships with residents, businesses, and stakeholders.
Requirements

Texas municipal laws and regulations
Budgeting and financial management
Strategic planning and performance measurement
Economic and community development
Capital project management
Public communication and stakeholder engagement
Leadership and team development
Conflict resolution and negotiation
Effective written and verbal communication skills
EDUCATION AND EXPERIENCE: (special training, certifications, college degree, etc.)
Bachelor’s degree in public administration, Business Administration, Political Science, Planning, Finance, Engineering, or related field.
Master’s degree in public administration (MPA) or related field preferred.
Five to seven years of progressively responsible municipal government experience.
At least three years of supervisory or executive management experience.
Experience in budgeting, strategic planning, project management, and public administration.
Experience working with elected officials preferred.
CERTIFICATIONS:
Valid Texas Driver's License.
ICMA Credentialed Manager designation desirable but not required.
Relevant professional certifications preferred.
PHYSICAL REQUIREMENTS:
Work is performed primarily in an office environment with occasional field visits, evening meetings, and attendance at community events. Ability to travel locally and attend meetings outside normal business hours is required.
