Overview
The Assistant Director of Support Services provides strategic leadership for Collections and Administration, establishing the vision and directing the strategies needed to achieve all departmental goals outlined in the business plan.
Responsibilities
- Monitor collection of garbage, recycling, and brush/bulky
- Establish production levels and benchmarks for refuse weekly service, recycling bi-weekly and brush/bulky items quarterly service
- Evaluates collection efficiency and authorizes restructuring of collection resources within zones and areas of service to align with service requirements in existing and newly annexed area
- Evaluates industry trends to ensure the fleet has the most adequate type of vehicles for collection operations
- Prepare Capital Outlay program to systematically replace vehicles that make up the fleet for collection operation
- Monitor cart replacement program and authorize purchases to keep inventory necessary to meet customer demands and departmental needs
- Authorize personnel changes and assignments in support of production level increase
- Perform Workload Analysis to determine staffing level needs
- Manages the Recycling Contract to ensure the City’s expectations are met and the city receives the highest possible Net Revenue Share
- Monitors the Commodities Market to forecast potential revenue and adjust strategies if needed
- Develop, implement, and monitor safety initiatives based on field data collected from Samsara monitoring and other data
- Oversee the process for acquisition of field data and conversion into information for decision making
- Oversee Customer Service and ensure that all issues are resolved and properly documented
- Leads initiative to develop, implement, and monitor recycling and sustainability campaigns
- Oversee and approve Litter Critter Program, special events and collection
- Oversee and approve responses posted on behalf of the department on social media SWS web page, SWS application-CC Recyclables app
- Oversee and approve official correspondence with City’s PIO and media
- Develop and implement strategy for departmental initiatives
- Provide final recommendations to Director for departmental budget
- Develop tools and processes to monitor budget expenditures for all divisions
- Develop forecasting tools to assist Director on decision-making regarding the impact of proposed actions by division Supt’s
- Review and approve large departmental purchases to ensure the overall budget remains balanced
- Develop strategies to quantify the level of effort for each targeted level of service by the various department divisions
- Develop funding strategies for acquisition of goods and services
- Develop Strategies for Capital Outlay Program
- Provides recommendations to Director on program and project funding
- Lead efforts to develop, review and approve Solid Waste Services contracts for commercial customers
- Act as liaison for SWS purchasing department
- Develop Rate Analysis and provide recommendations to Director on increases needed to cover cost of services
- Directly oversee the day-to-day functioning of all Administrative Support Personnel
- Act as liaison for SWS with Human Resources Department and the City Attorney
- Other related duties as assigned.
Position Type and Typical Hours of Work
- Exempt – Full-Time
- Flexibility to work evenings, weekends, and holidays is a schedule requirement

Requirements
Qualifications
- Bachelor’s Degree (BA/BS)
- Seven (7) years of related experience
Licenses and Certifications
Required
- A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
Required within twelve (12) months of hire
- MSW Class A License

Relocation Package
The City offers an excellent relocation assistance package that includes up to $10,000 for the following housing and moving expenses:
Temporary housing assistance
- Two (2) visits to the City which may include two (2) round trip flights or mileage (including hotel, car rental, etc) for the purpose of obtaining temporary or permanent living arrangements.
- Reimbursement for moving company expenses

- Additional accrued annual vacation hours based on years of experience
Basis of Rating
Applications will be reviewed as they are received. A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information and the city may also conduct additional skill assessment tests, in addition to the panel interview.
