Description
The Assistant Public Works Director is responsible for assisting in organizing, directing, and coordinating the activities of the support and field operations groups of the Public Works Department. The incumbent assists in overseeing the procurement, management, and maintenance of the City’s fleet of equipment and Buildings. Activities include but not limited to knowledge of the daily activity of the Streets, Traffic Signals, Fleet, Sanitation, Landfill, Brush & Debris, and Public Works Admin. This position is responsible for answering questions to the public, employees and other departments that need assistance as well as acting as Representative to the Solid Waste Advisory Committee with the Lower Rio Grande Valley Development Council. The Assistant Public Works Director assists in managing street cleaning, maintenance and all residential and commercial solid waste collection and disposal activities including recycling and the transfer station operation. The Assistant Director assists in determining major departmental policies in planning long-term programs, in resolving difficult administrative problems, and in managing the departmental budget. The position delegates considerable authority for the performance of technical and day-to-day administrative activities to subordinate supervisors since the major emphasis is on overall administration and coordination. Broad policies are prescribed by, and general direction is received from the Public Works Director.

Confers with and advises division heads on problems relating to the activities of their division.
Assists in developing general policies, in consultation with Public Works Director, for maximum utilization of available financial resources through appropriate allocations of manpower and equipment services.
Confers with the Public Works Director and division heads concerning department or division problems.
Meets with vendors, contractors, and consultants regarding departmental activities.
Assists in the preparation of operating and capital budget estimates and prepares cost estimates on a variety of projects.
Assists in managing and monitoring fiscal management controls.
Assists in updating the Capital Improvement Plan and designates projects.
Researches and responds to questions or problems raised by the Public Works Director.
Writes or directs the preparation of comprehensive management reports.
Exercises general supervision over professional, supervisory, and technical staff.
Ensures ongoing operational risk management control, evaluation, communication, training, monitoring, and documentation.
Assists in the direction of emergency management for the department when a storm approaches.
Reports to TCEQ on the operations of the current licenses the City holds.
Maintains the City's vehicle depreciation schedule and advises what needs to be replaced.
Researches and responds to questions or problems raised by the Public Works Director.
Oversees the daily operation of the office personnel.
Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Performs other duties as assigned.
Regular, reliable, and non-disruptive attendance is an essential function of this position.
