Description
General Summary
Plans, directs, manages, oversees, and participates in the activities and operations of the Public Works Department including the utility division; coordinates assigned activities with other departments and outside agencies; provides highly responsible and complex administrative support to the Director of Public Works.
Duties and Responsibilities
Essential responsibilities and duties may include, but are not limited to, the following:
Essential Functions
1. Direct, manage, and participates in the development and implementation of department goals, objectives, policies and priorities for each assigned service and/or operational area within Public Works including the activities and operations in support of the water/ wastewater utility functions of the utility division.
2. Facilitate and attend various departmental meetings including: Safety Meetings, City Council, T WUA, Attends other meetings as necessary.
3. Establish, with city policy, appropriate services and staffing levels; monitor and evaluate the efficiency and effectiveness of services delivery methods and procedures; allocate resources accordingly.
4. Represent the department to other departments, elected officials and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations.
5. Respond to and resolve difficult and sensitive citizen inquiries and complaints, and new developments.
6. Serve as temporary field supervisor , as directed or needed.
7. Ensure that all state and federal rules and regulations are adhered to at all times.
8. Perform additional related duties and responsibilities as required.
Marginal Functions
1. As assigned or needed, operate equipment such as tractors, backhoes, dump trucks, jackhammers, and various other equipment in support of a variety of maintenance and construction practices.
2. Perform work assignments within the guidelines of the occupational hazards and standard safety practices.
3. Supervise and participate in processing the appropriate corrective action in the event of water or wastewater treatment process malfunctions.
4. Perform a variety of tasks related to the maintenance of both wells and plant operating areas.
5. Perform additional related duties and responsibilities as required.
Requirements
Qualifications
High School Diploma or GED
TCEQ Water System Operator B License or ability to obtain within one year of employment
Wastewater System Operator C License
5 years supervisory experience
Experience in public works, utilities, or infrastructure maintenance
Knowledge of:
Operations, services, and activities of a comprehnesive, Public Works program.
Pertinent Federal, State, and Local Laws. Codes and Regulations.
Abilitv to:
Analyze and assess programs, policies, and operational needs and make appropriate adjustments.
Identity and respond to sensitive community and organizational issues, concerns, and needs.
Maintain confidentiality of certain city information.
Communicate clearly and concisely, both orally and in writing.
