- Billing and Collection Division Manager
Description
The City of Odessa is seeking an experienced leader to oversee the daily operations of our Billing & Collections Division. This role manages utility billing, accounts receivable, customer service, and collections while ensuring efficient service delivery and compliance with financial regulations.
What You’ll Do:
Lead and supervise billing, collections, cashiering, and customer service operations
Monitor financial activity, analyze trends, and prepare reports for leadership
Ensure compliance with City policies, accounting standards, and regulations
Improve processes, systems, and overall division performance
Coach and develop staff while managing workload and priorities
Collaborate with departments to support accurate and timely billing and collections
What We’re Looking For:
Strong background in billing operations, accounts receivable, or financial services
Leadership experience managing teams and improving operations
Ability to analyze data, solve problems, and make sound decisions
Excellent communication and customer service skills
Minimum Qualifications:
Bachelor’s degree in accounting, Finance, Business Administration, or related field
5+ years of progressively responsible experience in billing, collections, or financial operations (municipal experience preferred)
An equivalent combination of education, training, and experience will be considered.
