Description
The City of Port Aransas, Texas, a Home Rule Municipality, is seeking RFQs for the position of City Attorney. RFQ should include a current curriculum vitae of applicant(s), proposed fee schedule, any proposals for alternative fee calculation methods and a list of past and current municipal and governmental clients. City Attorney is expected to attend City Council meetings, serve as the prosecutor in Municipal Court and to advise City officials on legal issues. The City Attorney shall represent the city in all litigation and controversies and shall prosecute all cases brought before the municipal court.
He, or she shall be the legal advisor of the City Manager, Mayor, City Council, and of all officers and employees with respect to any legal question involving their official powers or duties. He, or she shall perform such other duties as may be required by statute, by Charter or by ordinance.

MINIMUM QUALIFICATIONS:
Education and Experience:
- A Juris Doctorate from an ABA accredited law school and license to practice law in the State of Texas required. The candidate shall be a member in good standing of the State Bar of Texas.
- Five years of experience is also required, preferably in municipal work.
Knowledge, Skills, and Abilities:
- Extensive knowledge of Texas Municipal Law, Open Meetings Act, personnel law, utility law, election law and land use and zoning regulations.
- Skilled in reviewing and drafting ordinances, resolutions, contracts, agreements, deeds, and easements.
- Ability to provide advice regarding government operations, elections, open meetings, public information, City Ordinances, State law, personnel matters, property matters, and real estate matters, including annexation, zoning, and condemnation.
- Ability to review agendas and materials for Council meetings, anticipating and preparing legal advice on items to be addressed at the Council meeting, and attend Council Meetings.
- Ability to prepare sound legal opinions using independent judgment.
- Ability to prepare requests for any necessary Attorney general opinions.
- Ability to prepare for and regularly attend the Planning and Zoning Commission meetings.
- Ability to travel and attend a variety of meetings.
