CITY ATTORNEY SERVICES
The City of Sour Lake is accepting letters of interest from qualified attorneys or law firms interested in providing municipal legal services to the City of Sour Lake.
The selected attorney or law firm will provide legal counsel and representation to the City Council, Mayor, City Manager, City Secretary, and city staff on matters related to municipal operations and governance. Services may include, but are not limited to:
Advising on municipal law, public works, employment matters, ethics, and regulatory compliance;
Drafting, reviewing, and approving ordinances, resolutions, contracts, agreements, policies, and other legal documents;
Providing guidance regarding the Texas Open Meetings Act, Texas Public Information Act, and other applicable state and federal laws;
Attending City Council meetings and other official proceedings as requested;
Representing the City in civil litigation, administrative hearings, negotiations, and other legal matters;
Coordinating with outside legal counsel when specialized representation is required;
Providing training to elected officials and staff on legal topics affecting municipal operations;
Maintaining current knowledge of legislative changes, court decisions, and emerging trends in municipal law;
Performing other legal services as requested by the City.
Minimum Qualifications
Licensed to practice law in the State of Texas and in good standing with the State Bar of Texas;
Preferably five (5) or more years of experience in Texas municipal law.
Submission Requirements
Interested attorneys or law firms should submit a letter of interest that includes:
Name, address, phone number, and email address;
Current employment, firm information, or professional background;
Description of municipal law experience, including experience representing Texas municipalities;
List of current and former municipal clients;
Disclosure of any potential conflicts of interest;
Availability for City Council meetings, special meetings, emergency matters, and day-to-day legal consultation;
Proposed compensation structure, including any monthly retainer, hourly rates, litigation rates, and other applicable fees;
At least three professional references; and
A brief statement explaining why the applicant is interested in serving as City Attorney for the City of Sour Lake.
Deadline
Letters of interest must be received no later than August 11, 2026.
Additional Information
Submission of a letter of interest does not guarantee selection. The City Council reserves the right to review submissions, request additional information, interview applicants, reject any or all submissions, and select the attorney or law firm it determines to be in the best interest of the City.
The selected attorney or law firm will provide services pursuant to a Professional Services Agreement approved by the City Council.
