Description
SUMMARY: Provides executive leadership and strategic direction for all matters related to City government operations. Provides expert policy guidance and high-level administrative support to the Mayor and City Council. Plans, directs, manages, and evaluates all City functions, programs, and services. Represents the City’s interests, ensures the organization’s financial integrity, and provides direct leadership and oversight to management and professional staff.
ESSENTIAL FUNCTIONS:
- Provides leadership and oversight for all senior management personnel, including recruitment, selection, training, performance evaluation, coaching, and disciplinary actions, up to and including dismissal.
- Directs the development, implementation, and evaluation of departmental goals, objectives, policies, and priorities to support the City’s strategic vision.
- Collaborates with executive leadership to plan, coordinate, and oversee City department work plans. Reviews and evaluates operational methods, processes, and procedures to enhance organizational effectiveness.
- Establishes and maintains appropriate staffing levels in accordance with City policies. Monitors and evaluates the efficiency and effectiveness of service delivery and recommends improvements as needed.
- Provides highly professional and complex staff support to the Mayor and City Council. Prepares, reviews, and presents reports, recommendations, and official correspondence.
- Attends City Council meetings and workshops. Oversees the preparation of agendas and supporting materials and presents staff recommendations on matters before the City Council.
- Develops and recommends policies and procedural initiatives for City Council review and adoption.
- Directs and oversees the preparation and administration of the City’s annual budget. Forecasts funding requirements for staffing, operations, and capital improvements; monitors expenditures; implements budget adjustments as necessary; and keeps the City Council informed regarding the City’s financial condition.
- Oversees matters related to employee compensation, performance management, employee relations, and disciplinary actions.
- Leads and manages special projects, task forces, and strategic initiatives. Provides administrative support to assigned boards and commissions.
- Participates in professional organizations, conferences, and meetings to remain informed of emerging trends, best practices, and innovations in municipal management.
- Negotiates contracts, agreements, and partnerships with governmental agencies, businesses, consultants, and other stakeholders to advance the City’s interests.
- Executes deeds, deeds of trust, easements, releases, contracts, and other legal instruments that bind the City to financial or operational obligations.
- Responds to and resolves complex, sensitive, and high-profile inquiries and complaints from internal and external stakeholders.
- Serves as the City’s representative and coordinates activities with neighboring municipalities, counties, governmental entities, community organizations, and other external partners.
- Performs additional duties and responsibilities as assigned.
Requirements
Minimum Qualifications
- Bachelor’s degree with major coursework in Government, Public Administration, Business Administration, or a related field required.
- A minimum of eight (8) years of progressively responsible professional experience in a municipal government setting, including at least five (5) years in a supervisory or leadership role.
- Applicants must possess a valid Class C Driver’s License at the time of application and throughout employment.
- Requires extensive knowledge of municipal government operations, services, and comprehensive city management practices.
- Must demonstrate strong leadership, delegation, strategic planning, critical thinking, and decision-making abilities.
- Excellent verbal and written communication skills are essential. Knowledge of municipal budgeting principles, budget development, presentation, and administration is required.
Preferred Qualifications
- A Master’s degree is preferred.
Physical Requirements
- Ability to sit, stand, walk, reach, bend, and twist as required to perform assigned duties.
- Occasionally required to walk on uneven surfaces.
- Requires fine motor skills and manual dexterity sufficient to operate computers, office equipment, and related technology.
