Description
JOB SUMMARY:
Appointed by the Mayor and City Council as Chief Administrative Officer of the City; Responsible to the City Council for the day-to-day operations, administration of all City affairs and personnel assigned to the City Manager by Charter, Ordinance or Directive.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
1. APPOINT, SUSPEND and REMOVE all city employees and appointive administrative officers provided for in the charter, except all department heads, which will require a simple majority plus one vote of the full City Council.
2. DIRECT and SUPERVISE the management of all departments, offices and agencies of the City, except as otherwise provided by law.
3. ENSURE that all Federal and State laws and City Ordinances are effectively enforced.
4. ATTEND all City Council Meetings, with the right to take part in the discussion, but he/she shall not vote.
5. PREPARE and ACCEPT items for inclusion in the official agenda of all City Council meetings and meetings of boards and commissions.
6. PREPARE and RECOMMEND to the City Council the annual budget and Capital Improvement Program and administer the budget as adopted by the City Council.
7. KEEP the City Council fully ADVISED at least quarterly as to the financial condition and future needs of the City and make such recommendations concerning the affairs of the City as deemed necessary.
8. MAKE REPORTS as City Council may require concerning the operations of the City departments, offices, or agencies subject to his/her direction or supervision.
9. PERFORM such other duties as are specified in this Charter, or may be required by the City Council, and consistent with the Charter or Federal and State Law.
10. RESPONSIBLE for adherence to the Personnel Policy Manual and the Purchasing Policy of the City.
11. MUST be able to walk, stand and/or sit for extended periods of time.
12. WORKS as part of a team and independently.
13. ALL OTHER DUTIES as assigned.
Requirements
OTHER ASPECTS OF THE JOB:
Experience in Municipal Government Administration in the role of Chief Executive Officer or Chief Operating Officer; skills in effective communication with people of diverse cultural and educational backgrounds, including appointed and elected officials and employees; expertise in negotiation and coordination.
CONDITIONS OF EMPLOYMENT:
The City of Gun Barrel City is a substance abuse free workplace. Applicants will be required to undergo a drug test and physical examination prior to employment.
Must have and maintain a valid Texas driver’s license. Bachelor’s degree in government, public administration, or equivalent field required. 5 years of progressive municipal government experience. Master’s degree in public administration preferred.
