Description
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Attend council meetings and other meetings of boards and commissions which may take place after business hours; take minutes as required.
Assist with the preparation and posting of agendas and meeting notices in compliance with the Texas Open Meetings Act.
Prepare, engross, enroll, attest, preserve, and maintain ordinances, resolutions, minutes, contracts, orders, and other official actions of the City Council.
Serve as the City’s records management officer and coordinate the retention, preservation, and lawful disposition of municipal records.
Receive, coordinate, and respond to requests for public information in accordance with the Texas Public Information Act.
Provide professional and courteous assistance to residents, elected officials, City staff, and other members of the public.
Prepare and present progress and status reports as requested.
Posses the ability to understand, interpret, and apply State law, City ordinances, and policies.
Prepare requests for proposals, requests for bids, and requests for qualifications; receives responses, attends openings and records results.
Publish legal notices for the City while ensuring all legal requirements are met.
Serve as back up to Municipal Court Clerk.
Answer phones, apply payments for utilities or municipal court as needed.
Perform other duties as assigned.
Requirements
QUALIFICATION REQUIREMENTS: To perform this position successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge, skills, and abilities required.
Knowledge:
Considerable knowledge of the Public Information Act, Open Meetings Act, and election law and procedures.
Knowledge of records management operations.
Knowledge office methods and procedures.
Skills:
Excellent skills in leadership, accountability, teamwork, and transparency.
Excellent written and oral communication skills, including good interpersonal skills.
Proficiency in use of personal computer, with experience using Microsoft Office Suite.
Experience with Tyler Technology ERP Pro 9 (lnCode) software preferred.
Understanding, interpreting, and application of principles, law, ordinances, policies, and procedures involved in management and administrative functions, as well as the ability to analyze data and make sound conclusions.
Abilities:
Ability to speak and deal tactfully and effectively in high pressure situations.
Ability to establish and maintain cooperative working relationships with City employees, department directors, officials, and representatives from the local, state, and federal agencies.
High level of integrity and dependability with a strong sense of urgency and results-orientation.
A collaborative and flexible style, with a strong service mentality.
Effective communicator with strong oral and written skills and a willingness to share information.
Education, Experience, and Certifications:
High school diploma or equivalent with a minimum of three (3) years related experience required. Bachelor’s degree in business administration, public management, or related field preferred. Must have a valid Texas Driver’s license. Must be notary public.
Preferred certifications/licenses for this position: Texas Municipal Clerk certification.
