SUMMARY
The City Secretary serves as a key administrative professional for the City of Somerset and is responsible for supporting the efficient operation of municipal government. Under the direction of the City Administrator, the City Secretary manages and safeguards official City records, coordinates City Council agendas and meetings, administers municipal election responsibilities, processes public information requests, and ensures required notices and official documents are properly maintained and executed.
The position also provides human resources and personnel support, administers employee benefits and records, assists with payroll and compensation-related functions, supports City communications and public notices, and provides administrative oversight of Municipal Court operations. The City Secretary works closely with the Mayor, City Council, City Administrator, City staff, legal counsel, residents, and other governmental agencies.
Pay Range: $23.56–$25.71 per hour, DOQ. Requirements
PRIMARY DUTIES AND RESPONSIBILITIES
Maintain, safeguard, and organize official City records, ordinances, resolutions, contracts, and other municipal documents.
Coordinate records retention and destruction in accordance with applicable laws and City policies.
Receive and coordinate responses to Public Information/Open Records Requests in accordance with Texas law.
Prepare and distribute City Council agendas, meeting packets, official notices, and minutes; attend meetings and document official proceedings.
Maintain custody of the City seal and certify and execute official City documents as required.
Coordinate municipal elections, including candidate filings, election notices, ballot preparation, and coordination with local election officials.
Administer employee onboarding, personnel records, benefits enrollment, performance review tracking, and other human resources functions.
Assist with payroll, retirement benefits, tax filings, and other compensation-related administrative duties.
Coordinate City website updates, public notices, social media announcements, and communications with residents and businesses.
Support the review and processing of business licenses, permits, and other City documentation.
Provide administrative oversight of Municipal Court operations and supervise the Court Administrator.
Assist with office personnel, special projects, grants, community events, and other duties assigned.
MINIMUM/PREFERRED QUALIFICATIONS
Associate's or Bachelor's degree in Public Administration, Business Administration, or a related field preferred; an equivalent combination of education, training and relevant experience will be considered.
Previous experience in municipal government, office administration, human resources, records management, or a related field preferred.
Knowledge of local government operations, the Texas Open Meetings Act, Texas Public Information Act, records management requirements, and applicable employment laws.
Strong organizational, written, verbal, and interpersonal communication skills.
Proficiency with Microsoft Office and the ability to effectively utilize records management, HR, financial, and other municipal software systems.
Ability to work independently, manage multiple priorities, meet deadlines, and maintain a high degree of accuracy and confidentiality.
Must possess a valid driver's license and be bondable.
Must hold or be able to obtain Notary Public certification.
Texas Municipal Clerks Association certification must be held or obtained within two years of employment.
