Description
Position Summary:
The Deputy Director assists the Executive Director in implementing the strategic initiatives of the Luling Economic Development Corporation (LEDC), with primary responsibility for workforce development coordination, employer engagement, regional partnerships, and support of economic development operations. This position also assists the Executive Director with business retention and expansion (BRE) initiatives, project coordination, and organizational operations.
Workforce Development
- Serve as LEDC liaison to Workforce Solutions Rural Capital Area
- Coordinate with Luling ISD, CTE programs, and regional training institutions
- Develop and oversee local workforce initiatives
- Track workforce metrics and employer needs
- Assist in grant writing and management related to workforce development
- Organize and coordinate regional job fairs
- Develop employer engagement strategy
Business Retention & Expansion (BRE) Support
- Assist the Executive Director with business retention and expansion (BRE) activities and stakeholder engagement
- Support coordination of business visits, follow-up activities, and BRE tracking efforts
- Coordinate with City departments regarding permitting, utilities, and development issues
- Coordinate workforce outreach efforts with local employers and regional workforce partners
- Assist with incentive compliance monitoring
- Prepare BRE reports for Board review
- Assist with stakeholder coordination related to workforce development and economic development initiatives
Economic Development Operations
- Assist with recruitment projects and site selector engagement
- Help prepare incentive packages and financial models
- Assist Executive Director with crafting performance agreements
- Support board agenda items and presentations
- Attend industry conferences as needed (ICSC, TEDC, etc.)
- Assist in property acquisition due diligence
Reporting Structure
This position reports directly to the Executive Director and serves as the lead coordinator for workforce development initiatives, employer engagement, and related regional partnerships. Business retention and expansion (BRE) initiatives remain under the direction of the Executive Director, with support provided by the Deputy Director as assigned.
Requirements
Minimum Qualifications
- Bachelor’s Degree or equivalent combination of education and experience in Economic Development, Business Administration, and/or Public Administration.
- Minimum 2–5 years' experience in economic development, workforce development, business development, public administration, or related field
- Strong written and verbal communication skills
- Basic Economic Development Course
- TEDC Sales Tax Workshop course
- Ability to analyze financial documents and incentive agreements
- Experience working with public boards or governing bodies preferred
- Knowledge of Texas Type B EDC statutes preferred
