Description
The City of Grand Saline is seeking an experienced and motivated Director of Public Works to lead the City's Public Works Department. This is a department-head position reporting directly to the City Administrator and responsible for the overall management, operation, maintenance, regulatory compliance, and long-range planning of the City's public infrastructure and Public Works services.
The Director oversees water production and distribution, wastewater collection and treatment, streets, drainage, solid waste, City facilities and grounds, fleet and equipment, general municipal maintenance, and maintenance and operation of the City pool facility.
The successful candidate will be a hands-on municipal leader capable of managing both daily field operations and long-range infrastructure needs. The position requires strong leadership, employee supervision, regulatory compliance, project management, budgeting, preventative maintenance, and organizational skills.
The City is seeking a Director who can provide strong leadership while remaining actively engaged in day-to-day Public Works operations. The successful candidate will be expected to establish clear work priorities, maintain employee accountability, ensure regulatory compliance, improve preventative maintenance and infrastructure planning, protect City assets, and provide reliable and responsive municipal services.
Requirements
ESSENTIAL RESPONSIBILITIES:
This position requires work in both office and field environments and may involve exposure to extreme temperatures, inclement weather, traffic, construction sites, wastewater, chemicals, heavy equipment, uneven terrain, and other conditions associated with municipal Public Works operations.
The Director must be available for after-hours emergencies and may be required to work evenings, weekends, holidays, or extended hours when necessary.
This position is designated Disaster Essential and is required to be available before, during, and after emergency events as directed.
The Director of Public Works is responsible for the overall management, operation, maintenance, and improvement of the City's Public Works Department. Essential responsibilities include:
- Plan, organize, direct, and evaluate Public Works operations; establish departmental priorities, work schedules, procedures, performance expectations, and short- and long-range goals.
- Supervise Public Works personnel and daily field operations; assign and monitor work, evaluate employee performance, provide training and corrective direction, and maintain employee accountability.
- Oversee the operation, maintenance, repair, and regulatory compliance of the City's water production and distribution and wastewater collection and treatment systems, including required TCEQ sampling, testing, reporting, recordkeeping, and regulatory deadlines.
- Plan and oversee maintenance and improvement of streets, rights-of-way, drainage systems, solid waste services, City facilities and grounds, fleet and equipment, and the City pool facility.
- Develop and administer operating and capital budgets; oversee departmental expenditures, purchasing, equipment, fuel, materials, preventative maintenance, asset management, and responsible use of City resources.
- Plan and oversee capital improvements and Public Works projects; coordinate with the City Administrator, City Engineer, consultants, contractors, regulatory agencies, utilities, and other governmental entities and monitor project schedules, costs, performance, and completion.
- Maintain accurate City infrastructure maps and records, including water and wastewater systems, streets, drainage, rights-of-way, easements, construction plans, as-built information, and available GIS data; ensure infrastructure changes and improvements are properly documented.
- Establish and enforce appropriate safety practices, respond to citizen concerns and service requests, and maintain effective working relationships with employees, elected officials, contractors, regulatory agencies, and the public.
- Coordinate Public Works response to water and wastewater emergencies, severe weather, flooding, infrastructure failures, street and drainage hazards, natural disasters, and other emergencies, and perform other duties as assigned by the City Administrator.
- Performs other duties as assigned by the City Administrator.
QUALIFICATIONS:
- High school diploma or GED.
- Valid Texas Driver's License with an acceptable driving record and eligibility to operate City vehicles.
- TCEQ Surface Water Operator License — minimum Class C; Class B preferred.
- TCEQ Wastewater Treatment Plant Operator License — minimum Class C; Class B preferred.
- If Class B Water and Wastewater Operator licenses are not possessed at the time of hire, the Director will be required to actively work toward obtaining the applicable Class B licenses, subject to TCEQ education, experience, training, examination, and eligibility requirements.
- Demonstrated experience planning, prioritizing, and supervising infrastructure maintenance, construction, utility, or similar operational projects.
- Demonstrated ability to manage employees, equipment, materials, projects, and operational resources
An equivalent combination of education, specialized training, occupational licensing, and progressively responsible experience that provides the required knowledge, skills, and abilities may be considered.
