- Emergency Management Specialist
Description
Responsible for assists with coordination and implementation of the Citywide all-hazard Emergency Management Program. Supports activities through all phases of emergency management: prevention, mitigation, preparedness, response, and recovery. Assist with activities of the Emergency Operations Center when activated.
Essential Functions:
- Assists with management and implementation of the comprehensive emergency management program for the City of Denton.
- Assists with researching, developing, writing, evaluating, and maintaining emergency management plans and annexes; ensure compliance with all State and Federal regulations.
- Assists in maintaining all emergency operations, hazard mitigation, and other applicable plans and assessments; keeps documents current and in compliance with the National Incident Management System (NIMS) and state policies.
- Works collaboratively with city departments to develop systems, processes, and procedures to support emergency management functions.
- Monitors potential emergencies, including, but not limited to severe weather; initiates emergency alert notifications, activates Emergency Operations Center (EOC), and acts as the EOC manager until relieved.
- Assists in planning and coordinating disaster response operations and disaster recovery efforts.
- Keep current on emergency management policies, laws, and practices by attending meetings, workshops, and conferences;
- Conducts public education presentations and assists with planning and executing trainings and emergency exercises.
- Coordinates grant programs, including but not limited to Urban Area Security Initiative (UASI) and State Homeland Security Program (SHSP); prepares grant budget for the fiscal year; works to expend grant funds in accordance with the budget; prepares and submits financial reports for reimbursement of funds.
- Manages equipment inventory and maintains accurate records of all grant or general funded purchases.
- Assists with managing the Alert Denton mass notification system and internal Everbridge system for City departments.

Requirements
Minimum Qualifications / Acceptable Equivalency:
- Bachelor's degree in Emergency Management or a related field;
- 2 years emergency management experience; OR emergency management internship and/or volunteer experience in lieu of full-time employment
OR
- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

- Proven project and program management ability.
- Skill in creative problem solving and ability to make decisions.
- Knowledge of emergency management principles and practices, the Incident Command Systems (ICS) the National Incident Management System(NIMS), and federal, state ,and local laws pertaining to emergency management.
- Ability to establish and maintain effective working relationships with City staff, public officials, volunteers, media representatives, and the general public.
- Ability to multitask, organize, prioritize, adapt to constantly changing situations and effectively take appropriate action.
- Ability to communicate in a clear, concise, and effective manner, both verbally and in writing.
- Ability to analyze and compile data and other information for reports.
- Ability to be self-disciplined and self-motivated.
- Ability to exercise sound judgment in safeguarding confidential or sensitive information.
- Ability to maintain emotional control and work effectively during emergencies, crisis situations, or extremely stressful situations.
- Skill in utilizing Microsoft Office applications including Excel, PowerPoint, Access, Publisher, Word, and Outlook, WebEOC, and the ability to learn other apps or platforms quickly.
Preferences:
- Bilingual (Spanish and English) preferred in some settings.
- Prior public presentation experience
- Valid or workcompletedtoward a Certified Emergency Manager certification.
Conditions of Employment:
- Must have and maintain a valid Class C Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class C driver's license and state required minimum automobile liability insurance within 90 days of hire per state law)
- Must pass a drug test, driver's license check, criminal history background check and social security number verification.
- Must be able to respond to emergency situations during and after regular business hours, and on weekends and holidays.
