Essential Job Functions:
- Serves as Chief Financial Advisor to the City Manager.
- Directs the creation and assists in the implementation of the City budget.
- Provides leadership and direction in the development of short- and long-range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.
- Provides fiscal advice to department heads and supervisors; makes presentations to supervisors, boards, commissions, civic groups and the general public.
- Assures that FINANCIAL areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
- Responsible for Fixed Asset Inventory and disposing of city assets when appropriate
- Ensures compliance with the City’s purchase policy including the administration of the City’s credit card program.
- Manage utility billing function of the City.
- Facilitates annual financial audit.
- Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.
- Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
- Prepares a variety of studies, reports and related information for decision-making purposes.
- Establishes and maintains internal control procedures and assures that state and national standard accounting procedures are maintained.
- Supervises the collection of taxes, fees, and other receipts in accordance with laws and regulations.
- Maintains financial records.
- Develops financial studies and plans. Forecasts, estimates, and monitors the financial condition of the City to assure the fiscal well-being of the City.
- Prepares financial reports for the City.
- Prepares the budget for the Finance Department and assist, monitors and creates the overall budget for the City under the direction of the City Manager.
- Prepares the City’s Comprehensive Annual Financial Report.
- Update and monitor the City’s Fee Ordinance
- Maintain the City’s Investment Policy.
- Administer the City’s Fiscal and Budgetary Policy.
- Manage the City’s Fixed Asset Policy.
- Directs the preparation of State and Federal reports, including tax reports.
- Trains and develops financial staff.
- Oversees accounts payable, accounts receivable, and billings.
- Oversees the investment of City funds.
- In-person attendance required for subordinate supervision and Council Meeting attendance.
- Develops finance related ordinances and resolutions.
- Represents the City at various conferences and meetings.
- Performs other related duties as assigned.
Required Knowledge, Skills and Abilities:
- Considerable knowledge of modern governmental accounting theory, Government Accounting Standards Board (GASB), generally accepted accounting principles (GAAP), and best practices for government accounting.
- Considerable knowledge of internal control procedures and management information systems.
- Considerable knowledge of office automation and computerized financial applications.
- Considerable knowledge of municipal finance and fiscal planning.
- Considerable knowledge of payroll functions and related employment laws.
- Working knowledge of budgetary, accounting and reporting systems.
- Skill in operating the listed tools and equipment.
- Ability to prepare and analyze complex financial reports.
- Ability to maintain efficient and effective financial systems and procedures.
- Ability to effectively supervise staff.
- Ability to establish and maintain effective working relationships with employees, city officials and the public.
- Ability to communicate effectively verbally and in writing.
- Ability to understand and manage high-profile, sensitive or controversial political situations.
Requirements
Minimum Qualifications:
Any equivalent combination of education, training and experience that would likely provide the required knowledge, skills and abilities to successfully perform the essential functions of the job is qualifying. A typical way to obtain knowledge and abilities would be:
Graduation from an accredited four-year college or university with a degree in accounting, finance, business or public administration, or a closely related field.
Four (4) years of progressively responsible municipal finance work or any equivalent combination of education and experience to be determined by the employer.
Certified Public Accountant or Certified Government Financial Officer preferred.
Possess a Texas Class “C” license.
