Primary: Under general direction from the Fire Chief, provides effective leadership within the organization and specifically the Fire Prevention Division. Supervises, plans, directs, and evaluates the administrative and support aspects of the Prevention Division. The responsibilities under this Division include Fire investigations, Fire Inspections, Plans Review, Code Enforcement, Public Education, and Special Programs. As the Fire Marshal for the Fire Department, assures the enforcement and compliance with local, state, and federal guidelines related to fire prevention and investigations.

Collateral: When necessary, directs the activities of others during emergency incidents safety and with accountability in the capacities of Safety Officer, Occupant Services Liaison, and PIO. Part of the Emergency Management Team. May act as a Fire Department representative in the absence of the Fire Chief, the Deputy Chief of Operations, or Battalion Chiefs as needed.\

Essential Functions:

• Provide for the health, welfare, and safety of citizens and personnel under their responsibility and supervision.
• Sustain a work schedule that is conducive to department business within a window of 7 am to 7 pm on weekdays.
• Supervise, plan, direct, and manage all programs within the responsibility of the Fire Marshal over Fire Prevention.
• Execute with competency and efficiency in the position of Fire Marshal for the Princeton Fire Department.
• Accountable for firefighter/occupant/building safety through code enforcement, inspections, and investigations.
• Manage the Prevention Division budget with fiscal responsibility pertaining to all department functions under their supervision which provide a consistent level of operational capability and service delivery.
• Attends pre-construction and other meetings for new and existing facilities to ensure fire code compliance and safety
• Conducts fire investigations and determines the origin and cause of fires.  Coordinates arson investigations with the Police Department and completes investigative reports.
• Inspect the equipment, personnel, and records of your assigned Division to assure compliance with department, local, and state guidelines, standards, rules, regulations, and procedures.
• Work cohesively with public officials, businesses, outside agencies, local jurisdictions, city/department employees, and the citizens in meeting the community’s needs through fire prevention and fire protection.
• Develop realistic and measurable goals/objectives which improve prevention administration and support functions.
• Monitor and evaluate subordinate’s performance, maintain records, and prepare reports as needed.
• Maintain proficiency/certifications and CE related to the position and the code and ordinances of the city.

Necessary Knowledge, Skills, and Abilities:

• Knowledge and understanding of local, state, and federal laws, regulations, and codes as applied to the fire service, and directly related to inspections, investigations, code enforcement, and public education
• Establish and maintain effective working relationships with subordinates, superiors, local officials, agencies, and other city departments in the support of the city’s, department’s and the Fire Marshal’s office mission and objectives.
• Work in an outdoor environment subject to extremes of temperature, inclement weather, and intermittent exposure to dust, fumes, contaminated atmospheres, loud noise, and physical hazards.
• Maintain the ability to work with a diverse group of people and provide for a respectful and safe environment.
• Demonstrate proficiency in safe mitigation of fire prevention issues, and general life safety concerns 
• Understand the principles, practices, and methods associated with firefighting and fire prevention.
• Operate office equipment including telephone, fax, personal computer, printer, and calculator.
• Maintain physical requirements as specified by Fire Department Administrative Procedures.
• Understand building construction, fire dynamics, and the tactics associated with firefighting.
• Oversees Fire Code plan review forwarded from the Building Inspections Department.
• Demonstrate effective decision making, incorporating reason and system thinking
• Train and evaluate personnel in accordance with PFD and fire service standards.
• Research and develop programs and activities in support of the PFD’s mission
• Pursue professional development in accordance with fire service standards.
• Perform basic life support, when necessary, at emergency medical incidents.
• Prepare/ maintain detailed records, reports, and perform data entry
• Demonstrate effective decision making, incorporating reason

Minimum Qualifications Requirements:

High School Diploma or equivalent. 4 years full-time continuous experience primarily focused on fire inspections, fire prevention, and fire/arson investigations, NFPA certified Fire Plan Examiner (CFPE) designation with six months of appointment, TCFP Basic Fire Marshal, TCFP Fire Inspector w/Plans Review, TCFP Fire Investigator, TCFP Arson Investigator, Hold current Peace Officer certification from the Texas Commission on Law Enforcement, NIMS 100, 200, 700, and 800. Preferred: TCFP Basic Structural Firefighter, TCFP Fire Instructor, TCFP Fire Officer I, TCFP Incident Safety Officer, TCFP Fire and Life Safety Educator, NIMS 300,400, AA, AS, BA, BS in Fire Protection, Fire Administration, Fire Prevention or Emergency Management, or equivalent related experience and education, ICC Fire Inspector I and II with Plans Review. Must have the ability to respond to after-hours calls. Have and maintain a professional, inviting, and friendly demeanor. U.S. Armed Services veteran applicants must have received an honorable discharge, as evidenced by a DD Form 214. Verification will be required prior to employment. Ability to pass a background check, fit for duty examination, drug screening, and pass psychological examination.
