Description
JOB SUMMARY:
Under general direction, HR Generalists I and II perform a variety of strategic, professional, and administrative duties to support the department's and the City's goals and objectives. The Human Resources Generalist (I and II) positions will be cross-trained, and duties will be reassigned as needed to serve the best interests of the City.
Major functional areas of the Human Resources Department:
- General Human Resources Administration: Personnel Actions, File Maintenance, Compliance with Employment Laws and Regulations, Civil Service Provision and Policy Interpretation and Guidance, etc.
- Learning and Development: Development, implementation, and facilitation of internal or external training programs for City staff, etc.
- HR Operations, Employee Relations: Discipline, Performance Improvement Plans, Investigations, Policy / Civil Service Interpretation and Guidance, etc.
- Recruitment, Staffing, Onboarding: Job Description Reviews / Revamps, Job Postings, Application Reviews, Pre-Employment Processing, New Hire Orientations, etc.
- Risk and Safety Administration: Workers’ Compensation Reporting, Salary Continuation Guidance and Tracking, Return to Work Processing, Light Duty Administration, etc.
- Benefit/FMLA Administration: Benefit Inquiries, Qualifying Events, Leave and Transition, ADA Compliance, FMLA Tracking/Guidance, Short-Term/Long-Term Tracking/Guidance, Retirement, Billing, etc.
- Internal/External HR Communications and Event Planning and Execution: Employee Engagement Events, Employee of the Month/Year Lead, Retiree Receptions, etc.
- Local, State, and Federal Reporting: (EEO-4/EEO-1 Reporting, TWC Appeals, etc.
Requirements
PRINCIPAL DUTIES AND RESPONSIBILITIES:
The Generalist I and II positions may be somewhat specialized and may not be responsible for all duties listed in the job description. The Generalist positions are responsible for the overall personnel-related functions within the Human Resources Department. The Generalist I and II positions will be cross-trained, and duties will be reassigned as needed to serve the best interests of the City.
General Administration:
- In coordination with the Civil Service Officer, leads the administrative processes with the Police and Fire Department’s promotional testing activities to ensure compliance with the Civil Service Provisions.
- Responsible for the preparation and timely processing of payroll-related notices for new hires, terminations, and salary adjustments.
- Responsible for planning and coordinating City social and benefit functions and employee recognition award programs, including communication, preparation of meeting materials, room reservation and set-up, purchase of gifts/awards, luncheons, etc.
- Compiles data and prepares various internal and external reports such as employee registers/rosters, retiree listings, sick leave usage, and responds to inquiries by government entities related to compensation, unemployment claims, EEO-4, etc.
- Develops and updates job descriptions, assists with research and updates to policy/procedure, assists with annual performance and salary reviews, and conducts and responds to municipal and governmental surveys.
- Coordinates the Tuition Reimbursement Program, including explanation to employees, preparation of forms, securing documentation, and initiating paperwork for reimbursements.
- Composes general business correspondence; creates brochures, flyers, and other communication pieces related to HR/Risk.
- Assists with annual benefit open enrollment, including preparation of packets, coordination of meetings, answering employee questions, data entry, and maintenance of logs for ongoing benefit enrollments, terminations, new hires, and qualifying events.
- Collects needed data from employees/retirees and management to complete forms related to hiring,processing of pay adjustments, terminations, and benefit enrollments.
- May assist in the administration of the FMLA leave program, including sending required notices, communications, and tracking FMLA and non-FMLA.
- Receives and screens incoming telephone calls and receives applicants, employees, and other visitors to the department, and provides information and answers inquiries.
- May assist in filing and maintenance of personnel records, including personnel files, and may perform other assignments and handle special projects as required.
Learning & Development:
- Assists the Director with annual training and development needs assessments for City staff.
- Develops training and development programs and objectives, obtains and /or develops effective training materials utilizing a variety of media, and trains and coaches City staff at all levels.
- Plans, organizes, facilitates, and orders supplies for employee development and training events.
- Conducts follow-up studies of all completed training to evaluate and measure results, and modifies programs as needed.
Recruitment & Staffing:
- May assist with coordinating all recruitment activities, including but not limited to determining job requirements, formulation of recruitment plans, preparation of internal and external job postings, advertisements, websites, educational institutions & professional associations.May participate in job fairs or on-site recruiting as needed.
- May assist in the interview process by conducting initial interviews and making recommendations to management.
- May assist with coordinating pre-employment and post-offer screening/testing programs, including skills testing, drug & alcohol testing, post-offer physicals, criminal background checks, credit checks, motor vehicle record checks, etc.
- May assist with coordinating and conducting portions of new hire orientations, including scheduling, printing, and preparation of new hire packets, handbooks, and other materials.
- May assist with coordinating summer hiring, including orientation and onboarding activities.
- Responsible for recordkeeping and retention related to staffing activities.
Risk & Safety:
- Understand risk/safety policies and programs, including but not limited to: drug and alcohol testing, accident reporting, claims processing, investigations, and reporting for the workers’ compensation and all liability areas.
- Assists in the administration of the City’s risk and safety programs.
- Assists in Drug and Alcohol testing and ADA compliance in the absence of the Risk Manager.
- Assists in the creation and management of workers’ compensation files and return-to-work related programs.
- Assists in providing information, support, and input during yearly risk and safety audits.
- May respond to emergencies on an on-call basis in the absence of the Director and Risk Manager.
Employee Relations
- May assist with employee relations matters in coordination with the Director of Human Resources.
KNOWLEDGE SKILLS AND ABILITIES REQUIRED:
- Proficient knowledge of state and federal legislation regarding human resources management.
- Ability to maintain confidentiality and professionalism.
- Excellent interpersonal skills, ability to communicate with employees at all levels, and the ability to work with tact among diverse groups and individuals.
- Ability to independently manage day-to-day functions of areas of responsibility and appropriately communicate status to the Director of HR/Risk.
- Strong analytical and problem-solving skills
- Excellent verbal and written communication skills.
- Strong detail orientation and proven track record of accurate and timely work.
- Strong computer skills (MS Office, Word, Excel, PowerPoint).
- Typing speed of 50 wpm.
- Excellent, verifiable work-related references.
- Must be able to work outside of normal business hours on occasion.
MINIMUM EDUCATION AND EXPERIENCE REQUIRED:
Generalist I: Bachelor's Degree from an accredited college or university with major course work in Human Resources, Business Administration, Psychology, Public Administration, or a related field, plus three to four (3-4) years of increasingly responsible human resources generalist experience is required.
Generalist II: Bachelor's Degree from an accredited college or university with major course work in Human Resources, Business Administration, Psychology, Public Administration, or a related field, plus four to five (4-5) years of increasingly responsible human resources generalist experience is required.
An equivalent combination of education and experience may be considered. Municipality or public sector experience is preferred. Certification(s) demonstrating obtained human resources expertise preferred, including but not limited to: Public Sector Human Resources Association (formerly International Public Management Association for Human Resources) certification (IPMA-SCP/IPMA-CP), Human Resources Certification Institute certification (SPHR/PHR), or Society for Human Resources Management certification (SHRM-SCP/SHRM-CP). Experience implementing Human Resource Information Systems is a plus. Must be able to drive a City vehicle at times, have a valid Texas driver’s license, and have a good driving record. Must be able to work outside of normal business hours on occasion for employee events, seasonal hiring, and/or City Council meetings.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
Sitting, walking, and standing, some pushing/pulling, lifting, and carrying up to 25 pounds; repetitive movement of wrist and fingers during computer data input; reaching; 50 – 100% of the day using a computer. Maintains static posture during sitting. Works indoors in a controlled environment 80% of the time, but may perform some functions outdoors for special events. May have to carry equipment/supplies to or during events. The strength demands are infrequent. The individual may also facilitate some events. These events may require constant standing and walking. Driving is required occasionally. Workspace considerations to relieve fatigue in the upper back, shoulders, forearms, fingers, and wrists during computer use.
