Description
Under the direction of the Chief of Police, the Lieutenant serves as a manager of the Police Department; plans and coordinates the activities and operations of the department and provides support to the Chief of Police. Responsibilities include the direct supervision of Police Sergeants, Police Officers, non-sworn staff, and other department personnel as assigned. Overseeing the day-to-day operations, managing a team of patrol officers, ensuring effective policing, and supervising activities like incident response, report reviews, and maintaining compliance with departmental policies while providing leadership and direction to their subordinates.
Requirements
KEY RESPONSIBILITIES
Supervision and Personnel Management
- Direct and supervise staff: Plan, assign, schedule, coordinate, and review the work of assigned operations, programs, and personnel.
- Performance management: Conduct performance evaluations, implement corrective action, and administer disciplinary measures.
- Training and development: Identify training needs; develop, coordinate, implement, and monitor department training programs.
- Motivate and evaluate: Coach, mentor, and evaluate assigned personnel; maintain morale and professional standards.
- Staffing administration: Manage staffing levels, leave requests, shift assignments, and personnel changes.
Operational Command and Patrol Management
- Management: Oversee daily patrol shift operations, assign patrol areas, coordinate staffing, and respond to critical incidents.
- Supervise patrol officers: Direct patrol activities, assign cases, review officer logs and reports, and ensure policy compliance.
- Incident review and reporting: Review police reports and incident documentation; investigate complaints and ensure accurate recordkeeping.
- Tactical planning and deployment: Develop strategies and operational plans for highrisk situations, special events, and largescale operations.
- Investigative oversight: Supervise, guide, and participate in complex or sensitive investigations, interviews, and interrogations; assist CID as needed.
- Evidence management: Oversee and participate in the collection, processing, and preservation of evidence.
Accountability, Compliance, and Internal Investigations
- Policy enforcement: Ensure compliance with department policies, procedures, rules, regulations, and special orders.
- Complaint investigations: Conduct investigations of citizen and personnel complaints; mediate disputes between staff and the public.
- Audits and inspections: Conduct random audits of incar and bodyworn camera footage; perform periodic uniform and facility inspections.
Community Relations and External Coordination
- Public relations: Maintain positive relationships with the public, news media, schools, and local organizations; prepare press releases.
- Community engagement: Build partnerships with community leaders, address public concerns, and promote crime prevention initiatives.
- Interagency coordination: Coordinate with other agencies and community stakeholders during multiagency incidents and events.
Administrative, Planning, and Budget Responsibilities
- Policy and planning: Participate in developing and implementing goals, objectives, policies, and procedures; recommend improvements to service delivery.
- Records and documentation: Review daily logs, reports, and status reviews; assign followup and ensure timely case progression.
- Budget oversight: Monitor and manage the budget for assigned divisions or patrol operations.
- Professional development: Attend professional meetings, stay current on laws and trends, and implement best practices.
Professional Conduct and Community Sensitivity
- Cultural competency: Demonstrate respect for and sensitivity to the cultural and ethnic diversity of the community.
- Ethical leadership: Maintain order, model department values, and uphold high standards of conduct.
Related Duties
- Acting Chief duties: Perform all duties of the Police Chief when required.
- Other assignments: Perform related duties and special projects as assigned.
ORGANIZATIONAL RELATIONSHIPS
1. Reports to: Chief of Police
2. Directs: Patrol Sergeants and Patrol Officers.
3.Other: Works closely with Police and Public Works departments; federal, state, and local government agencies; and the general public.

WORK ENVIRONMENT
Te work environment characteristics described here represent those the employee encounters while performing the essential functions of this job. Works a 40-hour week and rotates on call 24 hours daily in all weather conditions. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions. While performing the duties of this job, the employee frequently works in outside weather conditions. The employee occasionally works near moving mechanical parts, in high, precarious places, and with explosives and is occasionally exposed to wet and humid conditions, fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and vibration. The noise level in the work environment is usually moderate but can occasionally reach high levels. EDUCATION
This position requires at least eight (8) years of prior experience, including at least two (2) years of supervisory experience as a member of a city police department, a county sheriff’s department, Texas DPS, or ISD school police and must have successfully completed the required probationary period for the supervisory position occupied. Supervisory law enforcement experience would be considered the rank of Sergeant and above. Must meet all training requirements mandated by the TCOLE and hold an Advanced or Master Peace Officer license. Knowledge of equipment operations, records preparation, and office procedures is required.
