Description
Under the general direction of the Mayor, the Manager of Public Works plans, organizes, directs, and oversees the City’s public works functions, including streets and right-of-way, wastewater systems, drainage, facilities, and related infrastructure. This is a working management position responsible for both day-to-day field operations and longer-range planning, budgeting, and regulatory compliance. The Manager is the lead operator of all City Facilities and responsible for daily operation, management, and maintenance.
Requirements
Essential Duties & Responsibilities
- Plan, schedule, and supervise the maintenance and repair of streets, drainage, water and wastewater systems, signage, and City facilities.
- Oversee operation and compliance of the wastewater treatment plant and water system, including TCEQ reporting and permit requirements (e.g., DMR submissions). Position requires TCEQ licensing of Wastewater Operator Class C or higher.
- Coordinate, plan, and consult with City leadership, neighboring municipalities, and regional systems regarding area infrastructure.
- Develop and manage the public works operating and capital budgets; recommend and prioritize infrastructure improvement projects.
- Coordinate and inspect the work of contractors, engineers, and vendors on City projects and developer-related infrastructure.
- Review development plans and construction inspections for compliance with City standards and specifications.
- Supervise, train, and evaluate public works staff; promote a culture of safety and accountability.
- Respond to citizen inquiries and service requests, and serve as on-call contact for emergencies, weather events, and utility issues.
- Maintain records, prepare reports, and present recommendations to the Mayor and City Council as needed.
- Ensure compliance with OSHA, TCEQ, TxDOT, and other applicable safety and regulatory requirements.
