Job Summary
Under the general direction of the Assistant City Manager, the Parks and Recreation Manager is responsible for planning, coordinating, and supervising the daily maintenance operations of City parks, trails, landscaped areas, athletic fields, and related facilities. This position oversees staff, contractors, equipment, and budgets to ensure safe, attractive, and wellmaintained public spaces while delivering a high level of customer service to the community. The position also assists in special event coordination and preparation.
Essential Job Functions
Plans, directs, and supervises park maintenance operations, including grounds maintenance, turf care, irrigation systems, landscaping, trails, playgrounds, and park facilities.
Supervises, trains, schedules, and evaluates maintenance staff.
Assigns work, monitors performance, and ensures work is completed safely, efficiently, and to established standards.
Conducts regular inspections of parks and facilities to assess maintenance needs and identify safety or liability concerns.
Coordinates maintenance activities with other City departments, contractors, and utility providers.
Develops and administers maintenance schedules, preventative maintenance programs, and work plans.
Ensures compliance with applicable safety regulations, OSHA standards, and City policies.
Responds to citizen concerns and service requests related to park maintenance.
Assists in the preparation and administration of the division’s operating budget.
Participates in emergency response and afterhours operations related to weather events or urgent maintenance issues.
Other Important Duties
Assists with longrange planning for park projects, maintenance operations, equipment replacement, and staffing needs.
Coordinates the use, maintenance, and replacement of tools, vehicles, and heavy equipment.
Oversees contracted services related to landscaping, turf management, or specialized maintenance work.
Prepares reports, records, and documentation related to maintenance activities and expenditures.
Supports special events and community activities requiring park setup or cleanup.
Monitors and evaluates park program effectiveness and recommends improvements.
Performs related work as assigned.
Requirements
Job Requirements
Knowledge Of:
Principles and practices of parks and facilities maintenance.
Turf grass management, irrigation systems, and landscape maintenance.
Maintenance of playgrounds, athletic fields, trails, and park amenities.
Safe operation and maintenance of grounds maintenance equipment.
OSHA regulations and workplace safety practices.
Budgeting practices, purchasing procedures, and contract administration.
Applicable federal, state, and local laws and regulations related to parks maintenance.
Customer service principles in a public sector environment.
Skills and Abilities:
Ability to plan, organize, and supervise maintenance operations and staff.
Strong leadership, communication, and interpersonal skills.
Ability to train employees and enforce safety and performance standards.
Skill in prioritizing work, managing multiple projects, and meeting deadlines.
Ability to read and interpret manuals, specifications, and technical information.
Ability to prepare reports, maintain records, and use basic computer applications.

Ability to work effectively with staff, elected officials, contractors, and the public.
Education and Experience
High school diploma or GED required.
Associate’s degree in parks management, horticulture, facility management, or a related field preferred.
Minimum of five (5) years of progressively responsible experience in parks or grounds maintenance, including at least two (2) years in a supervisory role.
An equivalent combination of education and experience may be considered.
Certifications and Licenses
Valid Texas driver’s license required, CDL preferred.
Pesticide Applicator License (or ability to obtain within a year) preferred.
CPR/First Aid certification preferred.
Playground Safety Inspector certification (CPSI) preferred.
Certified Pool Operator (or ability to obtain within a year) preferred.
Certified Parks & Recreation Professional (CPRP) preferred.
Physical Demands and Work Environment
Work is performed both in office and outdoors. Field work will be done in varying weather conditions, including heat, cold, rain, and humidity.
Requires the ability to walk, stand, bend, kneel, climb, and work on uneven terrain.
Frequently requires lifting, carrying, pushing, or pulling objects weighing up to 50 pounds, with or without assistance.
Occasional operation of heavy equipment, power tools, and vehicles.
Exposure to dust, noise, chemicals, insects, and outdoor environmental conditions.
Position may require evening, weekend, or emergency work as needed.
