The Texas Municipal League (TML) is an association of over 1,100 cities that provides legal, educational, and legislative services to its members. We are looking for a highly-motivated person to join our team in the capacity of Policy Analyst. This position offers a hybrid work schedule when the legislature is not in session (in-office and remote).
Under the supervision of the Director of Public Policy & Engagement, the Policy Analyst will conduct research, develop and administer surveys to assess how policy issues are affected Texas cities, and help translate data into clear, actionable materials for city officials across Texas.
We are looking for someone who is excited about statewide policy as it applies to Texas cities, is highly competent at conducting research and analyzing data, and an excellent writer. Experience working with the Texas Legislature is desirable.
TML offers excellent benefits including hybrid work schedules (remote and in-office); participation in the Texas Municipal Retirement System; a 457(b) deferred compensation plan; health benefits; paid holidays, paid time-off, and more. Minimum salary is $70,000. The salary is commensurate with experience. The position is open until filled.

Essential Duties/Responsibilities
- Conducts research on municipal policy issues, compiling background materials and data.
- Assists in the development and administration of surveys and other data collection tools to assess how policy issues affect Texas cities, including identifying the scope and geographic distribution of affected cities.
- Conducts analysis based on survey and other research responses using statistical techniques; prepares clear summaries of findings for internal use and member communication.
- Assists the Director of Public Policy & Engagement in developing appropriate research projects as well as research and data collection methods and interested parties to be consulted.
- Assists the Director of Public Policy & Engagement in developing written reports, documents and oral presentations on policy issues.
- Researches and writes white papers, talking points, and other written materials on pertinent municipal legislative issues as needed.
- Assists the Director of Public Policy & Engagement in developing and managing the League’s legislative policies.
- Maintains and updates the department’s bill-tracking system and other legislative materials during legislative session.
- Assists with member outreach tasks, including coordinating logistics for legislative days and in-person meetings during legislative session.
Other Duties/Responsibilities
- Works with computer databases and surveys.
- Attends meetings related to TML’s legislative policy development process including legislative policy development committee meetings, Municipal Advocacy Coalition meetings, legislative work groups, and other legislative meetings.
- Performs such other duties as may be assigned.
Requirements
Job Qualifications (Knowledge)
- Demonstrates knowledge of policy analysis methods, survey techniques and statistical analysis.
- Knowledge of the Texas Legislature process, members, and committees.
- Effectively uses spreadsheet, database and related survey software.
- Working knowledge of and ability to understand and follow complex oral and written instructions, legislative terminology, and spelling.
Job Qualifications (Ability)
- Strong written and verbal communication skills.
- Skilled in the use of technology, including computers and websites.
- Proficient in Microsoft 365 apps. (SharePoint, Outlook, Word, PowerPoint, Excel, Power BI, Teams)
- Ability to work independently and collaboratively in a fast-paced environment.
- Ability to maintain complex research information and surveys.
- Ability to do multiple projects at one time; ability to work with the public.
- Ability to communicate research findings through written documents, graphic illustrations and oral presentations.
- Strong time management skills with a proven ability to meet deadlines.
