Description
The Assistant Director of Public Works provides managerial, technical, and financial oversight of the Public Works Department under the direction of the Public Works Director. This position supports departmental operations, capital improvement projects, infrastructure planning, development review, budgeting, and coordination with citizens, developers, builders, and other
City departments. The Assistant Director promotes effective and cost-efficient operations by ensuring compliance with applicable requirements, supporting best practices and performance standards, and identifying infrastructure needs and priorities.
ESSENTIAL JOB FUNCTIONS

Departmental Leadership and Operations
- Assist the Public Works Director with the administration and oversight of departmental operations, programs, projects, and services.
- Provide leadership and direction to assigned divisions, employees, programs, and activities within Public Works.
- Serve as Acting Public Works Director in the absence of the Director and provide
continuity of departmental operations. - Develop and implement divisional goals, objectives, policies, and procedures and assist with department-wide strategic planning.
- Monitor departmental operations and field activities to ensure established performance standards, policies, procedures, and service expectations are met.
- Review operating procedures and recommend improvements to promote efficient, effective, and cost-conscious operations.
- Ensure departmental activities comply with applicable City ordinances, codes, regulations, policies, and laws.
Capital Improvement Planning and Project Management
- Direct, oversee, and participate in the development and implementation of the Public Works Capital Improvement Plan and related work programs.
- Identify short- and long-term infrastructure needs and establish priorities, schedules, and methods for capital improvement projects.
- Oversee the planning, design, construction, and completion of Public Works capital
improvement projects. - Coordinate with project management staff, engineers, contractors, consultants, and other stakeholders to monitor project progress, budgets, schedules, and deliverables.
- Review project plans, specifications, cost estimates, scopes of work, contracts, work orders, change orders, and related documents.
- Communicate project status, significant issues, and recommendations to City
- Administration, elected officials, and other stakeholders as appropriate.
- Assist with identifying and pursuing grant funding opportunities and administer grant funded studies and construction projects.
Engineering and Infrastructure
- Provide technical guidance and support regarding municipal infrastructure, facilities, drainage, streets, rights-of-way, and other Public Works systems.
- Conduct or oversee engineering planning studies and technical analyses to identify infrastructure needs and develop appropriate solutions.
- Review designs, specifications, plans, and other technical documents for compliance with applicable standards and requirements.
- Apply engineering principles and practices to the evaluation and resolution of complex infrastructure and civil engineering issues.
- Review and, when authorized, sign engineering drawings, contracts, work orders, change orders, purchase orders, and related documents.
- Investigate infrastructure concerns and develop recommendations for repair, improvement, maintenance, or replacement.
- Assist with floodplain determinations and other technical evaluations related to drainage and infrastructure.
Development Review and Coordination
- Provide technical review and oversight of private development plans in coordination with
- Planning and Zoning, Building Officials, and other City departments.
- Review proposed subdivisions, site plans, infrastructure improvements, and related development documents for compliance with City ordinances, policies, standards, and
regulations. - Meet with developers, engineers, builders, consultants, and other members of the development community to communicate City infrastructure requirements and resolve technical issues.
Identify required public improvements and assist in determining appropriate timing, scope, and infrastructure requirements associated with development and redevelopment. - Provide technical guidance to internal departments and external stakeholders regarding development and infrastructure requirements.
Traffic Engineering
- Manage and oversee the City's traffic engineering program.
- Conduct or oversee traffic engineering studies, surveys, and warrant analyses.
- Coordinate the design, review, and implementation of traffic signals, lane markings, signage, crosswalks, and related traffic control improvements.
- Evaluate traffic operations and coordinate with consultants and other agencies to optimize traffic signal timing and improve traffic flow and safety.
- Ensure applicable transportation facilities and improvements meet Americans with
- Disabilities Act requirements and other applicable standards.
Budget and Financial Management
- Assist with the development, preparation, implementation, and monitoring of the Public
- Works annual operating and capital budgets.
- Forecast funding needs for staffing, equipment, materials, supplies, projects, and other departmental requirements.
- Monitor expenditures and assist with allocating approved resources among departmental divisions and programs.
- Review and assist with procurement activities, contracts, purchase orders, and other financial documents.
Identify opportunities to improve the cost-effectiveness and efficient use of departmental
resources.
Policy, Compliance, and Organizational Improvement
- Review and recommend updates to departmental policies, procedures, standards, and
operating practices. - Monitor compliance with applicable federal, state, and local laws, regulations, ordinances, codes, and City policies.
- Evaluate departmental processes and recommend improvements to enhance service delivery, efficiency, safety, and accountability.
- Participate in the development and implementation of the City's Comprehensive Plan and subsequent ordinance and policy revisions related to infrastructure, redevelopment, and community growth.
- Maintain awareness of emerging technologies, practices, regulations, and industry standards affecting Public Works operations.
Community and Intergovernmental Relations
- Provide technical assistance and information to City Administration, City Council, boards, commissions, City departments, developers, builders, residents, and other stakeholders.
- Represent the Public Works Department at public meetings, community meetings,
- legislative and administrative hearings, and other official functions.
- Explain departmental programs, projects, infrastructure requirements, policies, and
- recommendations to varied audiences.
- Establish and maintain effective working relationships with regulatory agencies, professional organizations, consultants, contractors, developers, and community stakeholders.
- Represent the City on committees, professional organizations, and intergovernmental groups as assigned.
Records, Assets, and Reporting
- Maintain and oversee records related to City infrastructure, public facilities, assets, capital projects, and departmental activities.
- Prepare reports, presentations, recommendations, correspondence, and other materials for department leadership, City Administration, elected officials, and other stakeholders.
- Monitor project, infrastructure, and operational information to support informed decisionmaking and long-range planning.
- Assist the public and other City departments with information regarding public facilities, infrastructure, and applicable services.
- Performs additional duties as assigned that fall within the scope of the job functions.
Requirements
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Requires a Bachelor’s Degree in Civil Engineering, Construction Management, Traffic Operations, Public Administration or a related field, and four (4) years of related work experience. An equivalent combination of education and/or experience will be accepted on a year for year basis. The total qualifying equivalent combination is eight (8) years.
