JOB DESCRIPTION
Position Title: Public Works Superintendent
Division/Department: Public Works
Immediate Supervisor: Mayor and City Council
FLSA Status: Non-Exempt
Schedule: 40 Hour Work Week -7:00am to 4:00pm or 8:00am to 5:00pm Monday-Friday; adjust
weekly schedule to allow for Saturday and Sunday
reading of water wells, water tanks and lift stations.
*Hours flexible depending on work to be done and emergency
repairs to keep work week at 40 hours.

Job Summary: Under the direction of the mayor and City Council employee performs record keeping of all required State and Local regulations that apply to TCEQ, TWDB, STEERS, EPA. Employee will also perform technical and manual tasks in monitoring, repairing, and maintaining a wastewater treatment plant and water system, and performs related work as required.
Supervision Received: Work is performed under the general direction of the Licensed Operator.
Duties and Responsibilities:
Submit reports to TCEQ, TWDB, STEERS, EPA as required.
Schedules and reports all annual inspections and maintains records.
Performs skilled general labor tasks in order to maintain City water utilities system as assigned; duties may vary according to job assignment and individual skills;
Performs maintenance and repairs within scope of authority, and in accordance with all safety regulations and procedures; reports safety hazards, equipment problems, and emergency situations;
Assists in the repair and maintenance of water and wastewater system and components; inspects water and wastewater lines; repairs line leaks and breaks; cleans and maintains lift stations; maintains and flushes water hydrants; checks and cleans valves and manhole covers; digs and fills holes and trenches; maintains landscaping; clears trash, brush, weeds, and debris from adjoining areas;
Water flow testing of all fire hydrants yearly through a rotation process;
Maintains meter change out program monthly;
Reads water meters monthly for billing;
Annual inspection for cross connection and cross connection inspection for installed sprinkler systems in the city;
Assists in the installation of new water, sewer systems and components;
Operates and maintains a variety of specialized tools and equipment; assists with maintenance work on tools and equipment;
Maintains daily work logs and records of maintenance services performed and prepare a report of activities, mileage, etc, each month to the City Council;
Follows all safety rules and regulations to minimize risk of accidents;
Responds as directed to perform emergency cleaning and maintenance work;
Cross trains in all utility’s maintenance tasks;
Performs on-call duties when necessary;
Cleans plant areas including mowing, weeding, painting, and mopping;
Cleans City Hall grounds including mowing, weeding, etc;
Performs road patching as needed to maintain drivable City streets;
Collects yard waste as needed;
Performs other technical and manual tasks associated with water and sewer system maintenance;
Assists other departments as needed;
Performs other job duties as assigned or required.
Minimum Qualifications:
Knowledge of:
Basic Word and Excel
Able to interpret and use SCADA system
Routine construction maintenance and repair methods used in water wells and treated water in storage tanks and wastewater collection systems;
Basic knowledge of electrical diagrams and controls;
Applicable safety procedures and practices;
Knowledge Skills and Ability:
a. Ability to communicate in writing and verbally;
b. Makes simple arithmetic calculations;
c. Performing work requiring strength and agility in all weather conditions;
d. Reading water and sewer prints and translating as needed.
e. Interpreting data;
f. Conducting preventive and minor maintenance repair on tools and equipment;
g. Operating heavy equipment, Backhoe, Tractor, Hydro-Vac, Jet Machine.
h. Using hand tools to perform manual labor tasks;
i. Responding to and apply established procedures for emergency situations;
j. Manipulating things with the hands;
k. Following oral and written directions;
l. Identifying and correcting potential safety hazards;
m. Establishing and maintaining effective working relationships;
n. Performing basic mechanical repairs;
o. Coordinating hand and foot movements;
p. Performing strenuous work;
q. Pushing, shoving, lifting, carrying, and pulling heavy objects;
r. Lifting up to 100 pounds;
s. Using various hand tools.
Physical and Environmental Condition:
Ability to sit, stand, and drive a vehicle to and from various work sites;
Employee will be exposed to seasonal temperatures;
Ability to sit, bend, stoop, lift, and climb;
Employee may also be exposed to noise and fumes while working in the field.
Requirements
Education, Certification and Experience Requirements:
High school diploma or GED.
Preferred Texas Commercial Driver’s License.
Must have a valid Class C Texas Driver’s License prior to employment.
Must hold or be able to obtain Class C Water License within 18 months of employment.
Must hold or be able to obtain Class D Wastewater License within 6 months of employment.
Must hold or be able to obtain Cross Connection Certification within 12 months of employment.
CPR Certification – Basic First Aid training certification required within 6 months of employment.
