JOB SUMMARY:
Under general administrative direction of the Public Works Director. This position oversees personnel and activities in wastewater treatment and sanitary sewer collection systems.
SUPERVISION RECEIVED:
Work is performed under the general supervision of the Public Works Director.
SUPERVISION EXERCISED:
Supervises employees in the wastewater department.
PRIMARY DUTIES AND RESPONSIBILITIES:
Principal duty is administration of the wastewater department.
Supervises all personnel and activities, including construction, maintenance, field service, wastewater treatment, and wastewater collection.
Plans, organizes, assigns, coordinates, and directs wastewater department operations including hiring, training, assigning work, and performance evaluations.
Coordinates work activities with other departments, governmental agencies, and contractors.
Assists Operations in the planning, repair and replacement of wastewater treatment facilities and wastewater collection system facilities.
Assists in evaluating and developing specifications for material and equipment.
Ensures compliance with federal (EPA) and state laws (TCEQ) and regulations governing utilities.
Complies with the TCEQ Wastewater Plant Discharge Permit and the TCEQ Wastewater Plant Stormwater Permit and associated reporting requirements.
Assists the Public Works Director in preparation of the annual budget.
Maintains time sheets and other records.
Schedules repair work such as cleaning, maintaining electric motors, mechanical gear drives, pumps, sanitary sewer lines, sanitary sewer lift stations and other related infrastructure.
12. Assists the Public Works Director in administering contracts for City pertaining to the maintenance and construction of Wastewater Treatment and Wastewater Collection facilities.
Performs related work as required.

Requirements
MINIMUM QUAIFICATIONS:
Requires three (3) years of specialized training related to wastewater treatment and sewage collection system rehabilitation. Must have five (5) years experience in construction, maintenance, and repairs of lift stations, sanitary sewer collection systems, and treatment facilities, three (3) of which must be in a supervisory capacity. Must have knowledge of SCADA systems and instrumentation. Requires a Texas grade “B” Wastewater Treatment Certification or equivalent from a reciprocating state and a valid Texas driver’s license with a driving record that is satisfactory to the City of Harker Heights.
KNOWLEDGE:
Possesses initiative and ingenuity in planning, developing, improvising, and presenting involved procedures and standards. Must be able to exercise independent judgment with complicated choices of action in reaching conclusions and making decisions from facts, conditions, or situations which are not obvious.
SKILLS:
Outstanding leadership skills are a must. Excellent communication, planning, organizing, human relations, analytical, decision making, and team skills are essential.
ABILITIES:
Directs and evaluates the activities of the supervisors, which includes planning, supervising, and coordinating the design, construction, and maintenance of sanitary sewer treatment and collection systems; manages the scheduling of the most efficient use of manpower and equipment; reviews work in progress and upon completion at various work sites; advises subordinates on work methods, policies, and materials; prepares estimates on construction jobs and related improvements; coordinates work of the divisions of the department; prepares annual reports and budgets; develops policies, procedures, and long range plans for implementation within the department; directs selection, training, and disciplining of personnel; prepares specifications and approves purchases of materials, supplies, and equipment; confers with Public Works Director on ordinances and policies; effectively and courteously communicates with public and other employees by telephone, in writing, and in person; develops special reports and makes presentations both orally and in person, in private or public meetings; sits for extended periods of time writing and reviewing reports and correspondence as well as compiling statistical data; handles customer complaints. Reviews and maintains operational, production, financial, or technical records.
Any work related experience resulting in acceptable proficiency levels in the above required knowledge, skills and abilities is an acceptable substitute for the above specified education and experience requirements.
PHYSICAL DEMANDS:
Responsible for economies in respective operations and activities through efficient and economical use and conservation of labor, material, and supplies as related to the entire department or for increased returns and revenues through specific operations and activities related to the department. General responsibility of the proper use, operation, maintenance, major repairs and adjustments of machines, equipment, and facilities. Complete responsibility for initiating and enforcing rules and regulations on the compliance with standard safety measures by employees in various areas of the organization. Responsible for exercising care and compliance with standard safety measures to ensure personal safety. Lifts and carries up to fifty (50) pounds; pulls, pushes, or drags up to 120 pounds of equipment of materials; works in trenches and confined spaces; works indoors and outdoors in extreme temperatures; some exposure to mechanical, electrical, explosive, fume, odor, dust, chemical, and toxic waste hazards. Hears and sees clearly when working in and around traffic while using proper safety precautions. Communicates effectively in English with the public and other City employees.
