GENERAL STATEMENT OF JOB
The Finance Director reports to the Mayor and is responsible for directing, managing, and overseeing the financial operations, accounting systems, budget administration, treasury management, and regulatory compliance functions of the City. This executive-level position provides strategic financial leadership to ensure fiscal stability, transparency, operational efficiency, and long-term financial sustainability for the City.
The Finance Director oversees key finance-related functions including accounting, budgeting, payroll, purchasing/procurement, cash management, financial reporting, investment tracking, debt management, utility billing, municipal court financial activities, property tax and sales tax recording, and selected human resources/payroll administration functions. The position serves as a key advisor to the City Administrator, Mayor, and City Council on financial planning, budgeting, policy development, and fiscal impacts of operational and capital projects.
Responsibilities include managing and safeguarding the City’s financial assets, systems, and records; establishing and maintaining sound internal controls and financial policies; ensuring compliance with applicable governmental accounting standards and regulations; directing annual audits; overseeing financial reporting and budget preparation; and leading strategic financial initiatives and special projects.
The Finance Director performs a variety of highly responsible professional, administrative, managerial, and technical duties involving governmental accounting, financial analysis, forecasting, reporting, compliance, and organizational leadership.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Leading the City’s annual budget preparation, financial forecasting, and long-term financial planning processes.
- Preparing and overseeing monthly, quarterly, and annual financial statements and management reports.
- Managing cash flow, investments, banking relationships, and financial transactions.
- Overseeing procurement policies, purchasing processes, and contract financial compliance.
- Supervising payroll administration, accounts payable, accounts receivable, and reconciliation processes.
- Coordinating annual external audits and implementation of audit recommendations.
- Ensuring compliance with applicable federal, state, county, and local laws, regulations, grant requirements, and governmental accounting standards.
- Monitoring and strengthening internal controls, risk management practices, and financial accountability processes.
- Review and approve bank reconciliations, journal entries, financial statements, and supporting schedules.
- Administer and oversee accounting software systems, including QuickBooks or similar governmental financial systems.
- Present financial information, reports, and recommendations to executive leadership, City Council, auditors, and the public.
- Lead or participate in strategic planning initiatives, policy development, operational improvement projects, and other special assignments as directed.
- Maintain confidentiality and integrity of sensitive financial and personnel information.
- Ability to establish and maintain effective working relationships with elected officials, employees, external auditors, vendors, regulatory agencies, and the public.

MINIMUM QUALIFICATIONS
- Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a related field required.
- Master’s degree in Accounting, Finance, Business Administration (MBA), Public Administration (MPA), or related field preferred.
- Certified Public Accountant (CPA) and/or Certified Internal Auditor (CIA) designation preferred.
- Minimum of five (5) to ten (10) years of progressively responsible experience in accounting, finance, or governmental financial management.
- Minimum of five (5) years of supervisory or management experience preferred.
- Experience in municipal or governmental accounting strongly preferred.
