Under general administrative direction, the Director of Strategic Initiatives provides executive-level leadership, direction, and oversight for high-priority projects, programs, and organizational initiatives that support the priorities of the City Manager’s Office and City Council. This position advances innovation, promotes cross-functional collaboration, and develops strategic solutions to complex organizational and community needs. Responsibilities include leading special projects, coordinating public/private partnerships, supporting policy and ordinance development, and guiding interdepartmental initiatives that enhance service delivery, strengthen organizational effectiveness, and respond to the evolving needs of a diverse community.
ESSENTIAL JOB FUNCTIONS:
Lead and oversee complex, high-impact projects and strategic initiatives from concept through implementation. Provide leadership and direction to professional staff; promote a culture of innovation, accountability, and high performance. Develop and implement strategic, operational, and business plans aligned with priorities, regulatory requirements, and community input. Identify and drive opportunities for innovation, process improvement, and organizational effectiveness to enhance service delivery and operational efficiency. Develop and advance policies, programs, ordinances, and resolutions supporting redevelopment, revitalization, and citywide strategic goals. Evaluate the impact of legislative and regulatory changes on city operations and recommend appropriate courses of action. Collaborate with internal departments and external partners to align resources, coordinate efforts, and successfully implement initiatives. Communicate complex plans, policies, and priorities clearly and effectively to staff, stakeholders, elected officials, and the public using verbal, written, and visual methods. Represent the City in presentations, public meetings, and engagements with community groups, boards, and commissions. Conduct research, analyze data, and deliver actionable recommendations to support executive decision-making.
OTHER JOB FUNCTIONS:
Provide project support and or subject matter expertise or assistance in managing processes or operations in other City departments when assigned or when necessary. Perform other related duties to support the City Manager’s Office and maintain assigned department operations. Stay current on related local, state, and federal laws related to assigned work. May work evenings and during the weekend.
Bachelor’s degree in public administration, business administration, economic development, urban planning or related field preferred. Master’s degree in related is preferred.
EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:
Five (5) years of recent, relevant experience managing significant, high-profile projects or organizational initiatives, preferably in a government setting. Must be able to demonstrate leadership and management capability, including oversight through multiple levels of supervision. Must have exceptional verbal and written communication skills, with the ability to effectively engage diverse audiences during public speaking events. Must have strong negotiation, facilitation, and conflict resolution skills, with the ability to build consensus among stakeholders. Must be able to plan and organize effectively to meet established deadlines and goals of the department and/or organization. Possess the ability to understand, interpret, apply, and communicate complex regulations, policies, and ordinances. Possess advanced analytical and critical thinking skills, with the ability to translate data into strategic insights and recommendations. Must have ability to effectively develop, manage, and monitor budgets, programs, and strategic initiatives. Must have ability to lead cross-functional teams and manage complex, multidisciplinary projects. Must also have ability to work effectively independently with and/or without specific instructions. Must have strong interpersonal skills and the ability to establish and maintain effective working relationships. Must be proficient in preparing clear, concise reports, policies, and technical documents. Must have effective ability to work with Microsoft Office products (e.g. Word, Excel, Powerpoint, Outlook, Teams, etc.) Must be able to mentally focus effectively during all assigned and daily work activities.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
Use calculator, computer, telephone, fax and copy machine. Carry, hold, and/or lift up to 20 pounds of printouts, files and supplies.
