Under the direction of the City Manager, the Business & Retail Development Manager plans, coordinates, and implements strategies to attract, retain, and expand businesses within the City. This position supports small business development, retail recruitment, and economic growth initiatives by working with business owners, developers, and community stakeholders. The role requires strong communication skills, independent judgment, and the ability to manage multiple priorities while providing a high level of customer service and representing the City in a professional manner.
ESSENTIAL JOB FUNCTIONS: Attract and retain businesses by meeting with prospects, consultants, and developers; provide information on opportunities, incentives, and the City’s development process. Negotiate or assist in the negotiation of development agreements and public sector participation packages; coordinate and prepare requests related to funding tools. Represent the City at prospect meetings, industry events, and conferences, including attendance at ICSC events; prepare and deliver presentations as needed. Oversee small business development initiatives, including program coordination, performance tracking, and reporting. Provide guidance to new and existing local business owners on permitting, licensing, procurement, regulatory processes, funding sources and available City programs. Maintain and update records of available business locations within City limits, including commercial, retail, and large-scale properties, both developed and underdeveloped. Assist businesses in identifying and securing suitable commercial and retail real estate within City limits. Build and maintain strong partnerships with chambers of commerce, trade associations, PEDC, Paris Small Business Development Center, financial institutions, and community organizations. Collaborate with local workforce development councils to support workforce initiatives. Create and promote small business programs for the City of Paris and generate awareness of available services and opportunities. Lead outreach initiatives and engagement efforts to connect with the business community and encourage participation in City programs. Conduct research and recommend policies and strategies to support business growth, retention, and economic resiliency. Collect, analyze, and present program performance data; prepare reports, briefings, and presentations for City leadership and stakeholders. Provide exceptional customer service by responding promptly to inquiries from businesses, developers, and the public, ensuring timely and accurate information. Perform administrative oversight of agreements, contracts, grants, and regulatory compliance; negotiate contracts and development agreements, authorize payments, and administer funding sources. Coordinate meetings, prepare agendas, and maintain records related to economic development activities. Performs other duties and as assigned.
Requirements
Bachelor’s degree in business administration, public administration, economic development, or a related field required. Minimum of three (3) years of experience in economic development, business development, public administration, or a related field required. Equivalent combinations of education and experience may be considered. Experience working with businesses, developers, or public programs preferred. Knowledge, Skills & Abilities: Knowledge of economic and business development principles and practices, small business programs, incentives, and financing tools; local government operations, permitting, and regulatory processes; contract administration and basic financial principles; marketing, outreach, and public engagement strategies. Skills to communicate effectively, both verbally and in writing; prepare and deliver presentations; analyze data and prepare reports; manage multiple projects and priorities; build relationships with stakeholders. Ability to exercise independent judgement and initiative; maintain effective working relationships; represent the City in a professional manner and provide excellent customer service.
